OK, to me, Dual Blades is fairly close to Claws. So if you don't like Claws, I'd avoid Dual Blades too. -
My Archery/MM Blaster has Fly and SJ. I have both for Hover and CJ to get my range defense up to the soft cap.

With the way PS works I think it would be better for a Scrapper. Now both /SR and /SD are good, but it is just hard for me these days to pick /SR over /SD. So I would make a KM/SD Scrapper.

Edit: I divided by 100 and got 31.3s for my answer, that seems a lot more realistic. Nice to know that a very rare AS will lop off 3 seconds from Soul Drain's recharge.

I have a SS/SD Brute and I play mine just like a Scrapper, it really doesn't feel any different at all. Rage+Fury+AAO is great and you can put out some great damage.

You can't run SL+MG , it would take some 600% recharge which you can't get.
I lost all my data when my computer crashed, but the best attack chain Dark Melee can run is SL+Smite+MG+Smite. To run that you need 234% recharge in MG. If you have 228% global recharge you should be able to run that attack chain easy. -

I am working on a Katana/SR scrapper myself. If I remember correctly, Divine Avalanche gives ~20% Melee Defense on a successfuly hit. As such, could a Kat/SR scrapper get away with, say ~30% Melee Defense and open with Divine Avalanche (understanding that a to-hit check would be required to softcap that position)?

Well first thing in I19 the Fitness Pool Powers are Inherent. There is some way to do it with mid's, but I don't know how to do it. So I would wait for I19 to make some upgrades to my build. -

Well there are two attack chains that are better. Blinding Feint -> Sweeping Strike -> Ablating Strike which I don't think I've seen anyone do but Werner said it can be done but 354% recharge in BF is crazy. The other attack chain is Blinding Feint -> Ablating Strike -> Sweeping Strike -> Ablating Strike Which requires 312% in Ablating Strike which is still a lot of recharge.
As Claws and Effect said there is no reason to have Hasten if you can run BF->AV without it. The only thing that Hasten is going to do is take 20 end from you about every 2 mins. -
It will work, to make PB perma you need only 66% recharge. So even if you don't put the Recharge IO in you will still have perma PB. With most of my SRs at 50 I don't even put a Recharge IO in I put an Endurance Reduction in because my recharge bonus is high enough to make it perma. With only 67% I would still put the Recharge IO in.
