It makes me sad that no one seems to respond to Kat/SR posts. I may not be the best to answer, but as a fellow Kat/SR, I'll take a shot here. I'm not sure if this is a lvl 50 you're updating for I19 or if this is a new project, but a few things seem a little strange to me.
I'm not sure about the investment in psi def. Yes it is one of the weaknesses of /sr, but the only time I really have an issue with it is against carnies (specifically, Master Illusionists). Also the capped def are a little high. I run around with about 46 in each and can't ever recall going below cap. I'm also a little concerned about your end usage. Not sure what attack chain ur using so maybe it's OK. Otherwise, looks OK to me.
If you do go with this build I'd be curious to know how much the psi def helps against carnies. I know, for me currently, I can pretty much count on a hospital visit when I'm faced with 2 or more Master Ill.....

You do not need Psi defense AND vector defenses. As far as I know, only Master Illusionists have a Psi attack with no vector, and even then, I'm not sure if it still lacks a vector. Get more recharge or regeneration instead of Psi defense.

I am working on a Katana/SR scrapper myself. If I remember correctly, Divine Avalanche gives ~20% Melee Defense on a successfuly hit. As such, could a Kat/SR scrapper get away with, say ~30% Melee Defense and open with Divine Avalanche (understanding that a to-hit check would be required to softcap that position)?

Part of the point of the build is to avoid taking Divine Avalanche.

Master Ills are NOT the only mob with nonrange psi attacks. Any mob with Dominate, Blind, or Spectral Wounds counts, there are some others too. That includes several Arachnos mobs, bosses and lower, Rularu Wysps, Praetorian Seers, Vampyrs, there are others.

Yes you can do that, it will just lower your DPS. With using DA it will take less recharge to run the attack chain you want so it will be a cheaper build. As you said it still needs a to-hit check so sometimes it will level your melee defense open but 30% is still not bad. There is nothing wrong with using DA to soft cap your melee defense but it is not a min/max build.

Well, the first thing that jumps out is that your global recharge is kinda low. One of the benefits to getting rid of DA is to shoot for the recharge needed for the top DPS chain of GD>GC>SD>GC, which requires 250% recharge total in GD. This also would allow you to eliminate SotW from the build.

Are the Laser Beam Eyes for concept? They aren't a terribly good attack and I'd suggest dropping it, but if they're for concept then that's a different matter.

I'm going to assume, by the looks of your build, that you're avoiding Purples and PvP IOs, correct?

Here's a build I worked on for quite some time, and am exceptionally happy with - it's a beast. Likely a few things that might be improved given even more perusal, but here it goes:

- no Purples or PvP IOs
- Soft-capped to all positions with extra padding for Melee (48.8% Melee, 45.7% Ranged, 46% AoE)
- +95% DDR
- 1842 HP
- 323% regen (24.81 HP/sec)
- Sustainable Endurance
- runs the GD>GC>SD>GC chain gapless
- 95%+ Accuracy vs. +4 in all attacks (LBE is close with 94.16%)
- Has LBE for ranged to tag runners/pull
- +22% Damage buff
- 17.7% S/L Resistance
- Has Aid Self
- Super Speed for a Travel Power

Looks solid. At bit less offensive than what I tend to build my Katana/Super Reflexes as.

Some ideas to take or leave.
1) Move the Kismet +to Hit IO to Agile from Combat Reflexes. Better to have it in an always on passive than linked to a power which turns off when you turn on your travel power. Or put it in focused fighting if you plan to exemplar down much.

2) One thing you might want to investigate is switching out Sting of the Wasp for Hasten with Recharge IOs. Move Focus Senses up to level 4, and Hasten in at 8.

To recover melee defense you can either drop 2 slots into buildup for Rectified Reticule will keep you at 45.3% Melee defense. You're still left with a bonus slot. Or switch Golden Dragonfly to Obliteration and net 3 extra slots. You're still AOE and Melee capped with about 1% to spare.

Pros:
1) You get Hasten up for 120 seconds and down for 21 seconds. Might allow for some better damage attack chains, although I admit I haven't looked at the chains for this build.
2) The extra slot could be dumped into Conserve Power, and with Hasten, could have that up slightly less than 50% of the time, which might help if the build has End issues with the extra Haste.
3) The last two slots could be used for further set bonuses or end reduction in toggles.

Cons:
1) Melee defense is closer to the edge.
2) Lose 2.5% damage bonus and 1.5% hit points.
3) Extra end costs with Haste.
4) You lose Sting of the Wasp but I'm not sure its necessary.
5) Depending on if you go with Obliteration, you lose Psionic Defense.
