It should work.
But, if you exemp below the level your set bonuses are available at, you may find that you don't have it perma anymore. I usually keep 2 in it just to make sure.

It will work, to make PB perma you need only 66% recharge. So even if you don't put the Recharge IO in you will still have perma PB. With most of my SRs at 50 I don't even put a Recharge IO in I put an Endurance Reduction in because my recharge bonus is high enough to make it perma. With only 67% I would still put the Recharge IO in.

Quick Reflexes provides 20% recharge, so yes, it's something that the Super Reflexes secondary has. Hasten provides 70% while it's up. Many set bonuses provide recharge as well.

I'm asking this mainly because I've boiled my brain trying to put together a respec for my lvl 50 scrapper, and I can no longer think straight.
Up until now, I've had 2x Recharge IOs in Practiced Bawler to make sure that it is always up.
I know think I can get away with just one Recharge IO, 42.4%, + my 67.5% recharge bonus. This should be a total of 109.9% reducing PBs 200 sec recharge to under 100 sec which is more than enough for its 120 sec duration.
Am I calculating this correctly? I like the idea of having an extra slot to play with, but I don't want to be embarrassed when I discover I no longer have perma-PB.
