TT:M is the only power I take, and will ever take on my PvE built characters.
I have my share of Mo badges, and when I did have TT:A and TT:L, they didn't make enough of a difference with a Mo quality team to keep them.
I generally assume or hope that most teams I'm with have enough damage and accuracy without my team buffs, in order to be capable of anything. If they don't, then they're probably home-grown AE farmed n00bs A.K.A. PL'd toons. In that case, they aren't worth teaming with, unless I'm farming AE on my Widow. -
I understand your concern for why it should have a natural critical, but aren't powers not going to critical from hidden status, unless explicitly stated in the power description?

The issue is that 32-bit Windows can only allot 2GB of memory to any given single process (this includes 32-bit programs running in a 64-bit WOW (Windows On Windows) environement).
Realistically though, after about 1.5GB gets allotted, some programs can behave erratically. CoH is one of these. -

There are villains who want to destroy the world. Let them pretend to work towards that goal in this other dimension which is possibly the mind of a world-destroying god. It seems to fit.

Capes are handled client-side, as are all of the graphics in the game, so anything they can lag is your computer or your connection on your end. The ITF hill lag does not exhibit framerate slowdown (not on my showfps) or connection slowdown (not on my netgraph). What it exhibits is server-side lag, meaning the server machine itself is slowing down and processing things slower with more pauses.
The only graphical aspect of anything in the game that's server-controlled is ragdolls, and I've seen more ragdolls in the same spot than that without any server-side lag. What Castle pointed to as the culprit was the one thing that is ALWAYS handled by the server, which is the powers system. Cimerorans, apparently, have some of the most processor-intensive powers in the game, no doubt because of Phalanx Phighting and whatever AI drives them, and large groups of them drive the complexity of those calculations up exponentially (figuratively speaking).
The only way to fix ITF hill lag is either to make Cimeroran powers simpler or to include fewer of them, neither of which seems to be an option.

As far as capes go, I'd like to see multiple cape rigs available for characters, but it's a request that's highly unlikely to happen. Maybe one day when everything else is so damn costly thanks to Super Ultra Mode that capes pale in comparison. We'll have to wait and see.
Has anyone honestly cleared the area to test if the lag disappears? -

That would more than likely require creating the Rikti dimension. Not exactly feasible anytime soon.
I'd prefer some new villain group to come along after the Incarnates start stomping around, then see if we can go from there with a whole new powerset, instead of mixed up ATs. -

I'm not sure if I agree with Stone being a good farmer - Granite suffers from reduced recharge and damage. But does have a damage aura at least.
If you're planning to tear through +0/x8 maps for purple drops, for example, Fire, Electric or Dark with the Fighting pool might be a better choice. Damage auras and enough survivability without the penalties of Granite.
I can't argue with Electrical Melee - thats a great choice.
Honestly though, I've rebuilt my Elec/Stone following the guide. It's more surviveable, and I can deal damage on +2/x8 fine, without half of the IO slotting even done. I farm Nemisis from Black Scorpion arc, as well as AE mobs. In addition, I've tanked Reichsman and other SFs with it. -

I also don't assume that every player uses pre-made posted builds in order to play, or that one is always aware of every IO. I work out my builds in my head as I go with slotting rare IOs later on when my revenue increases, then reslot and respec as necessary, if I come across a multitude new information.
I honestly didn't even know that the Steadfast IO existed until i16 or some time later, although I was well aware of Glad.
To add to what Mac said once again, no IO is necessary. An SO build works just fine, and IOs can be slotted later on. When IOs are just handed out to players willy-nilly, they'll lose interest in a character and eventually the game itself, because they'll eventually have no additional goals to work towards. -

I was stating that those "casuals" in desperate need of IOs should find the duplicate(s). They aren't "necessary", and they aren't aren't "dropping less". The "casuals" are just that, not devoting the necessary time to get drops.
Having played this game before I even knew about Aion, I'm well aware of how bad drop rates can be, and how a player may feel that they should be more accessible. They are EASILY obtainable and they require inf and small time sinks to get.
If someone is such as casual that they only have 2 hours to devote to City of X, then welcome to how I play (most) days other than a weekend. It takes 2 hours to finish my tips and do multiple sides missions, then sell the recipes/crafted enhancements on the market for AT LEAST 40 million. Guess what though? I can also do an AE mission or 2 and get tickets, buy the bronze section to a full inventory, and make 30+ mil. -

Something capable of lowering regen rate and being able to slow or stop all running in a underdeveloped, broken system of PvP. Something like an Ice w/ Rad.

I've only been playing the game about two years. I farm, yes, but I've gotten many purples as random drops. Being able to set my difficulty on x8 helps a lot, as both my mains can solo most enemy groups in those numbers.
PVP IOs, on the other hand, I do believe is a problem. Why's this? Because despite being only available in PVP, they are easily some of the best IOs in PVE. While purples can be obtained through normal play, PVP IOs couldn't, until this most recent issue. But lets take a look at what the PVP IOs cost. To buy them with Alignment Merits, they require between 25 and 35. Contrast with LotG +Rech costing 2... But really, assuming you're getting that through Conversion rather than Tips, that's 1500 merits and 600,000,000 inf on average. 600 million is more than any purple sells for on the market, and 1500 is, well, it's a lot of merits.
I think the proof of PVP IOs not working as intended, though, is that some of them are selling off-market because they're worth more than the inf cap. The developers managed to put an item in the game that's worth is more than the game can calculate worths. While the ways to store and trade more than 2 billion exist, I cannot imagine that items in game selling for more than you can carry is intentional.
I'm not saying PVP IOs should be cheap, certainly, and I'm not saying they should be easy to get. What I'm saying is that if the most expensive PVP IOs are selling for upwards of 10x as much as the most expensive "Very Rare" IO, we have to assume that the supply is not as high as it was intended to be.
No PvP IO is necessary in PvE. Many other uniques which cost 40mil give the same bonuses outside of the PVP only. You can't argue that Steadfast Protection Res/Def isn't as good as Glad TPRes/Def. They give the same values in PvE.
Plus, if a set has such "high" values compared to others, it's much more affected by ED, so you may as well slot the cheaper stuff to get the same values. -
Let's do it. 176% defense again would be great, and maybe we can even restrict Hibernate and Phase just like they are doing to nukes in CoP.

To be honest though, that's why the created the Hero/Villain Merit system. They realized that the drop rate was incredibly low, and didn't want to hand out some pretty crazy IO sets without work involved.
