The fact is the Pando Media Booster implementation in the NCsoft Launcher is difficult to understand. There is no clear explanation why it's required, what it does, and what games use it. There are certain games that use it to help with the installation and patching experience. City of Heroes is not one of them.
Even though it's been an optional component of the NCsoft Launcher for months now, it's still a source of confusion. I can see why this question keeps coming up, as it would concern me as well.
I can look into seeing what we can do with the NCsoft Launcher to be more explicit about Pando, but I can't promise anything. The NCsoft Launcher is a shared resource, and changes are never just that simple.
In the meanwhile, let's not let poor messaging for a feature that we don't use lead to more issues. -
Pando is used on a per-game basis for the NCsoft Launcher. City of Heroes does not use Pando, and you do not need to have it installed to log into any of the City of Heroes game servers.

That was a bug caused by adding the additional slots. According to the devs, a lot more stuff broke as well, much of it on the back-end.
The game has certain expectations of how things should be. Changing those expectations can have far-reaching consequences that are difficult to foresee. Missing set bonuses, requiring respecs, were just the start.
Redefining fundamental expectations is not a trivial task. -

If your friend's account was created after Freedom launched, and they've never purchased Paragon Points, then they should be able to upgrade to VIP during the promotion.

I have an update regarding inconsistent dates for when your Paragon Point stipends are being awarded.
A fix was recently implemented so that for most VIP customers, Paragon Points should now be consistently awarded on your billing date. However, this fix may not apply in all cases, particularly if you were experiencing issues early on during the Freedom launch.
If you're still finding that the day you receive your stipend seems to be changing, please contact customer service, as they should now be able to permanently correct it for you. -

From what you've been describing, I think what could be happening are network traffic issues.
You're freezing up after entering your user/pass. That's when your client would be negotiating with the login server. Problems at that stage often mean you cannot connect to the login server due to network issues.
If you can get past that, but then get frozen selecting a server, in SOME (but not all cases) it could mean another network issue.
This is because the login server, and the game servers are on a variety of IP ranges. And if your firewall doesn't recognize those IP's as valid, it may be blocking access to them as a precaution.
That's why I asked you to try logging into the test server, as that's in a different IP pool. -
The perks should start appearing on your account sometime after 11am pst. If you're logged in at that time, you may need to log out and log back in.
Because its being granted via a one-time script, however, some people may not see the items until later in the day. -

Note: I am running from Steam but even without it, it doesn't work.
From my personal experience, I've found that sometimes, some of the COH game servers are blocked by certain firewalls. -

Have you tried lowering all of the graphics setting to minimum, to see if it might have an impact? And are you using the lates graphics drivers?

Are you able to log into the beta server, or the training room?
What are the specs of the system you're using? -

All my drivers are up to date, my pc is decked out even plays 3-D with glasses from Nvidia. I have re-installed CoH over and over and still the problem persists. So I just close out the NCLauncher each time I log out of CoH, a little annoying, but way faster than shutting it all down via Task Manager.

The costume bundle is not time-limited.
The bundle appears for me if I go to Costumes -> Costume Bundles -> and check on Page 4.
As for the lack of a "Buy Now" button, please try logging out completely and logging back in to see if that has any impact. Alternatively, you may be trying to purchase the Imperial Defense Costume Bundle. If that is the case, there is no "Buy Now" button as you already have it as part of the VIP subscription, -
The Cosplay policy hurts Paragon employees the most. Because its our IP, legal insists that we adhere to it fully. It's okay for folks like Dr. Aeon, who can get by with a tube of hair gel and shades, but poor Black Scorpion needs to staple that cybernetic tail onto his back every morning. And have you guys tried coding with bionic claws? There are no thumbs! He still can't figure out how to use the shift key.
Even if the costume is just spandex, the RP requirements are brutal. Every time we work on a trailer, Synapse has to agree to get beat up for random cut scenes.
This is why our medical premiums keep going up every year. -

If you have resubscribed, and these are locked for you, please try logging out and logging back in. There's sometimes a delay between the account server and the game.
