If he's slotting for To-Hit Debuff, chances are he's looking to debuff the targets to-hit cause he gets enough damage from other places. I do this with eye-lasers from the body mastery epic pool on my scrapper...plenty of damage from other powers in my set, but 6 slotting with the Lady Grey set made a big difference in an AV fight a couple times. Before using it, we weren't making a dent (me, a bubbler, and another defender who couldn't debuff the AV). Once I started using it as soon as it popped and debuffing the AVs defense (or maybe resistance, can't remember which right now), the group of us actually started making a dent in the AV. -
Accuracy of the To-Hit Debuff i think is refering to how accurate your power is to hitting something and appliying the To-Hit Debuff aspect to the target. If you're boosting the accuracy of a To-Hit Debuff, your increasing the chance of the To-Hit Debuff to actually hit its intended target.
Some powers always hit, so they don't need accuracy boosts. Most powers have a 'hit-check' which the chances of that power hitting are increased by the accuracy enhancements.
If I'm wrong, someone just tell me and I'll leave it be. I think thats what he wants from the sounds of his question.
EDIT: OH...we're talking about the IO Sets. Gotcha. Yeah, what they said. They added the Accurate To-Hit Debuff (among others like Accurate Healing, Accurate Defense Debuff, etc) because at first the To-Hit Debuff IO Sets rarely (if at all) had any accuracy enhancement in them. -

God I hope it's not meant for mission maps. I also use the fog to know where I've been.
However using it to clear the fog from zones would be fantastic! I absolutely hate having to clear my maps on each and every damn character I have.

I'm fine with it being used on instance maps as long as its not an auto power. The fog CAN be useful at times. Hopefully it'll be a toggle or a clickie power so you have the choice to remove the fog or not. -
Betting the 66 month for reveal.
1/4 year (trench-coat, wings, anime tech armor, boxing, arachnos helmates)
6 month marks(greek alphabet, samurai, base items & sig chest emblems, assemble team TP, staff/axe/sands of mu)
3/4 year (staffs, shoulder cape, 50% off tailor, respecs, skin-showing outfits & kilts)
year marks (sprints, axe/mu, base items, base tp, holopet, buff pet, early travel powers).
63 would be the 1/4 year mark so guessing costume change and some costume pieces. 66 usually tends to be bigger (i know subjective) like powers which i think the reveal power falls in line with more. Just my guess though...could be wrong. -

The devs definitely have an internal way of doing this, or at least making their player info boxes display that they are doing it. Looked at BABs's player info during the anniversary celebration thing a month or two back and I think he had every power of every power set and they all had to be 6 slotted with purple, or highest available for the enhancement category, sets given the number of bonus sets it had listed, but he is a dev so. So they CAN do it, but I think they probably won't ever give something like that do the general player base because of balance issues trying to keep people from min-maxing and becoming WAY too powerful. The closest I think we'll probably get is the Kheldians and the VEATs to some degree who's powersets have a little bit of ranged, melee, defense, control, support, and summon powers available. -

I thought if a player is phased that they are out of sync with reality, so how is it possible then for these items to effect another player before the person laying the traps unphases?
By effect I mean cause damage, hold or slow. I've always wondered this, just never bothered to ask before now.
Anyone have an explaination?

Concept wise, you could argue that once the object (calitrops, mortar, etc) leaves the players 'phase field' (for lack of a better word), ie thrown or layed down, they phase back into normal reality, but before the players uses them, they are phased with him. -
Don't know if it'll count yet. Wouldn't be surprised if it didn't. After all, patrol XP doesn't.

I still want to start seeing NPCs thrown with propel. Heard that mentioned before somewhere and thought it was a hilarious idea. Maybe add a couple random NPCs to alakazamreact as well. All the sudden you turn into recluse or a princess or something

Its always peek time for playing for someone somewhere in the world. But the majority of people are in the US and I'm sure they've done datamining to determine the least popular playing time for MMOs across the board for most games...and it would make sense that it would be in the mornings about this time when the majority of people are working or in school or asleep..but someone is always going to be upset that the servers are down and sometimes you just can't please everybody.
It still amazes me that this question still pops up every Monday and Friday during maintenance. I knew about it since I started 2.5 years ago and I didn't even read the forums until after I had been playing for a year or so. -
It should be noted that while MIDS is still very useful and mostly correct at this point, it is a bit outdated. I think the last update was issue 13. Unfortunately the original guy making it has stopped updating and passed the torch to someone else, but I don't think there have been any updates for it yet since then. For just planning your build, it should still be sufficient and mostly accurate in most things, just don't be surprised if there are a few numbers off in it, especially with the Dominator AT since they JUST got a near complete power revamp a week or so ago.

Again, expansion is not an issue and an issue is not an expansion. Of course, when CoV came out, an issue was released to lay the groundwork for it at the same time, but the point still stands.

While Going Rogue is not an issue, rather an expansion, some kind of update to the client will have to occur to put the content into the client, whether its called an issue, update, patch, whatever. Considering the presumed scope of the changes, and the history of the game's updates with expansions and such, it can probably be safely assumed that a full issue will be released to coincide with the release of the expansion just as they did when the City of Villains expansion was released.
When people are asking what issue it is, most likely they don't care what its called (issue, update, whatever), they are more looking for the number (16, 17, 18, 32, whatever it will be) to get an idea on if its coming out in 3 months, 6 months, a year.
If its issue 17, they can probably expect it within 6-9 months most likely at this point. If its after that, they are looking at possibly over a year. Try not to get too caught up in the terminology of issue vs update vs expansion. Every software program has a different paradigm in describing them, CoX just tends to use 'Issue' with larger ones.
The short answer to it all is no one knows except the devs and they've told us we'll be getting more details Soon™ -

Infinity isn't bad. Still AE spam messaging in Cap and Atlas, but other stuff going as well. Just ran a PuG LGTF the other night no problem. Ran through a few patron arcs with another PuG also.

Personally, I'm using my scrapper blue side and a brute red side for that stuff. Though the reasoning is that they were my first 50s. As far as crafting, no archetype has any advantage over the others for inventions, though ability to make tickets/influence/infamy comes into play to keep the money flowing in to do all of the inventions. I've found the quickest way to do this is through patient marketing, or the more obvious and direct way, 'arresting' things. That choice is up to you.
Once you get some of the memorization badges, at the end of your play session (or when your inventory is full) you can just craft what you have inventory for and sell that for profit, but you will still need SOME cash coming in to support it.
Also note that when selling SOs, DOs, and TOs, to pay attention to which store pays the most for them if you don't go through the market for them. I usually use the RWZ quartermaster for selling because he gives the highest buy-back rate possible for all origins and he's usually pretty easy to get to from most places. I think the Cimerora vendor does as well along with a few others. There's a list somewhere on the wiki that has all of that, just can't find it right now.
So basically any toon that you can gain cash or tickets fast on, which usually lends itself to being the typical 'farming' toons. -

I'm kinda hoping that they remove the arc requirement for the patron pools and just make them accessable at level 41 like they do with the epics. Maybe even add some more. Then keep the patron arcs, but make it so you can run all of them if you so choose, like they are any other contact (maybe make some requirement for accessing them). -

With as many updates and issues as this game is continuing to release for the current game, what could they do that would warrant a completely separate game called CoX2 that they couldn't just add as an update or expansion to this game?
New zones? New powers? New costumes? Power customization? Game mechanic? All can, have, or are in the pipeline to be done Soon(TM) with either a new issue or an expansion. -
