While the strict meaning of 'kill one out of ten' is pretty much obsolete, it still doesn't mean 'decimate' was used correctly.
The intent of the blurb "decimate your foes with Titan Weapons" is better explicated with 'devastate' or 'destroy' or 'eradicate' or some other verb of total annihilation. 'Decimate' implies reduced or harmed greatly, not 'kill all.' Note that none of the quoted definitions implies 'completely destroyed.' -

iTrial AVs/Monsters that have complete Mez Protection will get a flag instead of being mezzed so that Containment will still take effect on them.

I'd like to highlight the suggestions that make multiple Tankers on a team a benefit that doesn't leave players saying "we don't need a second (or more) Tanker." Since a second Tanker doesn't need to spam Taunt, it loses out using its inherent, thus, the suggestion that there be 'something' that makes up for it, like a team Def buff (a la Shields) or increased damage for the Tankers (a la Kheldian buffs for having certain ATs on their team).

As you can see, there were no *arcs* in the 1-10 range.
There were only 3 arcs in the 10-15 range. And 3 in the 15-20 range.
And for each arc or bunch of one-off missions from various "Origin Contacts" there were 1-6 possible contacts who could give you those missions. The idea was that you didn't want a contact to be swarmed by 20 players, and so several contacts offered the same missions to spread out the players.
Ouroboros has all the *arcs*, not the one-off missions unless they had a badge associated with it.
By doing a Safeguard Mission at level 5-9, you can pick up the old legacy Origin Contacts on a new toon. -
The pet only has one movement speed: trot. When you Walk, he catches up to you at a trot then stops. Then when you get far enough away, repeat.

Hover gives you more global Defense and costs less End than Fly and can become a mule for LotG+Recharge. If you get Steam Pack Jump and GvE Jump Pack, you can make Hover hit the Fly cap nearly all the time on command.

We saw from the leaked video that the animations for Staff were completed two months ago.
Also, Issue 3 was released on Jan 4 and 20.5 was released on Feb 1.
So, my prediction would be that Issue 22 be released right before or after the Spring Event: Either Feb 2 or 21. -
For KB, KD, and KU, the 'strength' is defined as Magnitude, so, enhancements affect the Magnitude (as well as the level-scaling Purple Patch). This can change KD into KB and vice versa.
And for most, if not all, Intangibility powers, the 'strength' is also defined as Magnitude. -
Its a long-time bug for radio/paper missions that are held when a new issue comes out. The generic spawn for that mission gets replaced by some other generic spawn.
Count yourself lucky that the new spawn is the same level as the old. Some people have walked into missions with foes 20 levels higher (because the new faction's minimum spawnage level is much higher than the actual mission). -

Then you're not a minmaxer.
Because there is a limit on how much Reactive can stack, then when you're on a team or league, you'll want to be able swap out Reactive for either Cognitive, Degenerative, Spectral, or Preemptive. -
New free-for-VIPs power set every issue. Pay-for powers sets released between issues.
