The choice of picking an alpha comes solely on what your build is lacking. Here is a breakdown on which ones do what.
Cardiac: Used if you are a Resistance based set and need a little more of it or if you are running low on endurance often.
Primary: Endurance Reduction
Secondary: Resistance
Tertiary: Range and (Fear, Sleep and Intangibility which are mostly not helpful)
Agility: Good for defense, recharge and endurance modification
Primary: End Mod
Secondary: Recharge and Defense
Tertiary: Movement
Musculature: Damage mostly, however most attacks are already hitting ED for damage, so going this route to me seems pointless.
Primary: Damage
Secondary: Endurance Mod
Tertiary: Immobilization, defense debuff, run speed and to hit debuff
Intuition: I really can't see any reason to take this unless they come out with a set that has more than 3 holds.
Primary: Holds
Secondary: Range and Damage
Tertiary: Slows, Defense debuffs, to hit debuff
Nerve: Good for a defensive set that needs a little more defense and accuracy.
Primary: Defense
Secondary: Accuracy
Tertiary: Hold, Taunt, Confuse, Fly
Resilient: Not as good as cardiac in my opinion. Will give you roughly 2-3% more resistance but nothing else.
Primary: Resistance
Secondary: Taunt?
Tertiary: To Hit, Immob, Intangible, Stun
Spiritual: Highest Recharge alpha, for when Recharge is all you need (and some heal doesn't hurt)
Primary: Recharge
Secondary: Heal
Tertiary: Stun, Slow, Jump and to hit
Vigor: Not much reason to go this route instead of Spiritual IMO, however if you need end red and acc more than recharge, perhaps.
Primary: Heal
Secondary: Accuracy and Endurance Reduction
Tertiary: Fear, Sleep, Confuse
Hope that helps. Remember, figure out what your build is lacking. Usually it's Defense, Resistance, Endurance Problems, Recharge, Accuracy or Damage. I would never suggest using the alpha slot to increase mez time, taunt or movement speed. -
IIRC attacks are determined on a DPA basis along with recharge. The more damage the attack does, the longer it recharges. Also, the longer the attack takes, the more damage it does (usually, there are exceptions to the rule, especially if they have added effects).
Enemy's are not taken into account. Certain ones are more susceptible to certain damage types, so DA Crystals get taken out much faster with Smashing damage than Lethal is a price example. Also things like Paragon Protectors are all different with their tier 9 god mode powers.
CoH is not like other games. There are so many variables in CoH, it would be impossible to 'balance' based on defeat speed. There are Single Target sets (Dark Melee) AoE sets (Titan Weapons) Secondary Effect sets (Sonic) and Combo sets like Dual Blades and Street Fighting. -
I assume since you are posting here instead of the scrapper forum that you are free to play and thus do not have IOs.
Standard SO slotting for attacks is 1 acc, 1 end red, 1 rech, 3 dam. Toggles are 2 def, 1 end red. Auto powers are 2/3 defense. Your goal will be 45% defense to melee, range, aoe. -
I did an LGTF once where the dom quit, and the rest of us were just scrappers, tanks and brutes. We all just ate a bunch of reds and dogpiled them. Once you get one or two down, it gets a little easier.
So yeah, go grab reds, cap your damage and try your best. [Envenomed Dagger] might help a little. -
Dark Mastery also sucks >.> So the color doesn't matter.

Procs you will want to put in the attack that you will be using the most, so it has the most amount of chances to proc.
I am not 100% sure, but I believe the damage aura will only check for the ATIO proc every 10 seconds. (I could be wrong, it might check every tick for every mob, but I bet it's like the Interface Proc.
So if you have an attack that you use more than every 10 seconds (brawl perhaps) then slot it there. -
Well you asked for a macro so here you go.
/macro Veng "unselect$$powexecname Vengeance"
This macro will un target anything you have targeted, then activate Vengeance. When clicking vengeance when nothing is targeted, it automagically targets the nearest dead ally within view. This should do what you want. (if you want it as a bind just do /bind key instead of /macro name -

From what I understand, the SBE is the same as the regular IO (Or will be soon).
As for your question, it depends.
Is Stamina already 1-2 slotted? What toon is this question based towards? Do you have other ways of recovery?
Need more details. -
Cannot combine Synthetic and 'normal' HOs even if they are the same kind.

Can never go wrong with Reactive for extra damage.
Really, they are all pretty much the same....
The debuff procs don't do a whole lot but might be noticeable. The mez procs even less. Damage procs do actually add a good deal of damage. -
Another thing I thought of while playing is this scenario:
/b Lvl $level $Archetype lft.
/hc lvl $level $Archetype lft.
10 seconds later.
/b Lvl $level $Archetype lft.
/hc lvl $level $Archetype lft.
10 seconds more.
/b Finding teams is so hard. Why are there no teams anymore. This game is dead.
Meanwhile, the 30 teams are inside a mission doing team things. -
All I can say is, even if we have 500 totally different kinds of pets, people will find ones that we don't have and complain we need more.
Focus on what we have instead of what we want. -
I don't know if some one else mentioned this, but I believe it is less people willing to FORM teams that could be the problem. Plenty of people want a team, but no one wants to have the star, so they will solo instead.
I blame the PvP nerfs which drove away a lot of outgoing, outspoken people who, when not PvPing would have started teams. -
I know for me, I might be watching a movie, doing homework, or just partially afk while I sit there. I'll rant and rave on the global channels I belong on and keep my eye out for a TF that I would like to do.

Seems like every other WTF is a dumb Respec trial >.> and they take so long (blue side). -
