Shields would still be a good set if Shield Charge was entirely removed and nothing replaced it, leaving the set short one power. :P
This looks pretty much like the near-mythical "rebalancing" instead of an outright "nerf." It looks pretty strong still, and a team with several Shield Chargers on it ought to still be absurdly hilarious. -

It's regarded as very similar to Axe...slightly less damage in the heavy-hitters, but notably better AoE.

Also, for me personally, but this is a claim I've seen repeated by many folks, it's those characters who are a combination of good name, good costume, solid concept, good bio/description, and the right powersets that really take off and become my favorites. Sometimes it's a little thing like just the right aura, or custom sword, or a great pun in the bio, or a unique custom-colored power that seems to complete the character and give him or her zing. So once you've got a good thing going with an AT/powerset, give some thought to look, feel, story, and concept as well; it can really add to the experience. -

Yeah, that seems like the best option. Off the top of my head, how about that AND a mechanism to give newbie players at least a hint that the next spawn is imminent? Maybe there are klaxons and flashing lights that indicate another wave incoming, thus prompting teams in trouble to brace themselves rather than just dumping troops on them -- and players could manually hit the alarm themselves, bringing more villains to investigate the alarm (i.e., forcing the next spawn).
Bad teams get more warning, fast teams get lots less downtime, everybody gets loud warning klaxons and flashing lights! -
Anyone else experiencing choppiness when scrolling the forums? I'm using latest Firefox. This just started happening in the last day or so. Other forums I visit have similar structure but scroll as smoothly as ever; it's only this one that gives me trouble.
After I stop, the forums continue to scroll in the direction I was scrolling for a second or so, like there's scroll commands piled up in the keyboard buffer. Happens with both mouse scroll wheel and keyboard arrows.
I don't know if there have been changes to this computer's setup lately, but it works correctly on other forums. I think it happened after or at the same time as the announcement of forums streamlining and the elimination of rep and tags. -
Speaking of freezing, it's chilly over on Guardian on Tuesday nights. Please consider getting us back in the rotation in September or October.

I have definitely encountered this attitude on the Scrapper Boards every once in a while: "I'm here to do the fun part; you're here to follow behind me and clean up." Usually the context is "I'm killng bosses/LTs and you're mopping up as I move on," but that's the same thing, just with different target prioritization. -
Raising the level cap is a bad idea, for reasons easily figured out in a few minutes of thought by almost anyone.

The closest I've come is having an IO build at level 16-20 and switching to my blank second build when I hit SO levels rather than overwrite the low-level IOs. I could, in theory, switch back to the old low-level build for exemplaring, but I find in practice that I usually don't.

Well, after the first incarnation of this character died in a three-Tanker teamwipe (ugh) against COT Spectral Lords at 14 -- although I did hold out alone for several cycles of Healing Flames recharging, so it was a long time -- I have slowly shepherded the rebuild to level 30 (playing him only irregularly; we have one fixed meeting a week and some additional pick-up games, but I am also leveling other hardcore characters who compete for my playing time).

The changes were taking Blazing Aura before Burn (because my hardcore teammates needed me to grab aggro better) and bumping back Touch of Fear again to take Fiery Embrace (because I felt a lack of burst damage by level 30, and two of the regular playing partners recently picked up Fear powers. I admit that if I was more experienced at using Touch of Fear I might have decided differently.)
This build benefits well from support; any buff to resistance, defense, regen, or recharge [because the two heals come back faster] helps survivability.
Downside is that I'm slot-starved. Burn, Blazing Aura, and Soul Drain are screaming for more slots; Consume, Shadow Punch, and Fiery Embrace are right in line behind them, looking at their watches and trolling their eyes. Fortunately I am in the 30s now and slots will be easier to come by. -
I have little experience with Regen. but it seems to me that Willpower can take a self-heal from pool powers, but Regen can't take much from the pool powers to simulate Willpower's abilities (except Tough and Weave, which Willpower can ALSO take and benefit from). Regen taking Heal Self just doesn't have the same impact.
