Assume you're a hero:
1. Do Ganymede's two-mission arc. To complete the second mission, you'll need a Villain (or Rogue or Loyalist) to click on the box at the end.
2. Find a Villain (or Rogue or Loyalist) who will run Scratch's arc with you as the helper who clicks the final cauldron. This will give you the Badge and unlock DJ Zero.
3. Talk to DJ Zero for Snaptooth missions. The reward table for these missions has the costume unlocks.
4. Talk to Ganymede again and he'll tell you to talk to DJ Zero. DJ Zero will then attune you to Valentine Tips. -

It means there are costume pieces on those toons that are 'missing' or locked in the Tailor. Either because the piece was removed or moved in the selection list. Or you dropped down to Premium and can't access those pieces anymore (but you can still wear what you have, but if you go to the Tailor, you might lose access to them).

Looks like the GFX of a Defense Buff icon (the shields that circle you when Maneuvers is running) bled through the character snapshot. We've seen other bits of the world bleed through in the costume selector or the head shot windows before. A harmless bug... so far!

I've updated Zombie Skins to compensate.
Mostly by just reducing the size of the font of the author's name. -

I updated the skins to reduce the size of the author's name in listings of thread topics since the last forum update made them bold, which caused them to visually get in the way of scanning the topics.
There's no way for the skins to unembolden them since bad htlm hacking by Seattle keeps putting the formatting code right next to each and every name rather than using styles for them.
I added the code to reduce the font size to 9 pixels in this section of the coding. I also made the color of the name for the Villain skin a bit brighter to compensate for names that aren't emboldened.

If Rory is steadying himself for one of those regular bridge-shakes-when-attacked, then Amy should be falling down for striking that I'm-peeved stance directed at... the reader? Poor photoshop layering there.
The displays in the background are slightly out of focus as if reproducing a camera's depth of field for a cinematic effect... but the bulkhead panels above it are not.
Judging by the relative size of The Doctor's hands, they are about 15 feet apart. Talk about relative dimensions in space... -
Looks like she also got reduction surgery.
Next costume the pendulum will swing in the other direction: completely covered except the areolas. -

ps: 2009 and 2010 saw 3 issues, and they want 3 issues this year too. Reason 2011 only got 2 issues was cause i21 was such a huge makeover.
2008 saw 2 issues too... i12 in May, i13 in Dec. -
And like past hacks to the web code, this one is horrible because it makes each name bold and white in the coding rather than define a style for the name. So, no easy player-created hacks to fix it.
Not only that, but when browsing the forums, the list makes every name white and bold, but, when searching, then only the Premium names get the white and bold treatment.
NCSoft Seattle HQ Web Services needs to get their act together. -

I receive valentine tips. I got my maximum (?) loadout of 3.
I have no tip tab in my Contacts with which to look at the tips to see if they're in Praetoria/First Ward (I am 23).
First Ward allowed Praetorians to continue as goldsiders until they finished up there... but didn't revisit the whole Tip tab thing.
Now see, if were up to me, since Goldsiders will never get zones from 30 to 50 in order to create a full-on Incarnate Praetorian, I'd do away with any goldsider going past 20 and remaining gold. I'd force a red/blue choice and then all the mechanics would work as normal and there'd be no need for hacking goldsiders to work past 20. -
