Except for the Boss and any Rikti summoned by Comm Officers, none of the Rikti in the Midnighter missions count as RIkti. This has something to do with them spawning as Lost for lower level heroes. -

Well, it's a bug that's been there as long as there has been City of Villains, so hopefully someday they'll find the time to fix it.
Workarounds:
Move away from the doorway (outside of the building lobby) and type /stuck (works most of the time for me)

Ah. Never thought to try that before. Lately when that bug happens, I use my mission teleporter to get to the door.
And after looking at the above link, I'm rather surprised that after all this time, no one has added the inability to get MM pets' speech bubbles to work.

This is a brand new XP install (as of 1 day ago). So a cluttered drive would not be the problem. This is doubly so considering the drive is a brand new 1TB external. Only other thing installed on it is LOTRO, which is the reason I had to install XP anyway.

I'm attempting to do a COH install on an XP box. After installing with the MA Edition DVD and running the updater, the game did a veryfy, and then it went to "checksumming" That took about 3 hours. After that, my hopes for being able to finally play were dashed when the updater showed "checksumming 0/2.8G" with an estimated completion time of 5 hours.
I figured "may as well let it run and spend that time getting a bunch of other projects done."
Well, it finally finished. And now it has started another checksumming session, again with a 5 hour estimated completion time.
Is this normal? Is this in an endless loop? What can be done to fix this? -

I'm not sick of micro transactions per se. However, something about paying for more MA slots just does not seem right. It feels like that scene in Tom Sawyer where Tom was making a killing from the other kids by convincing them to pay him for the privilege of whitewashing the fence that he was supposed to be doing himself.
MA slots should be earnable (it's okay to have them buyable, but other means to get them should be possible). Otherwise, this is just NC getting its customers to pay them for the privilege of creating content for them. If purchasing slots gave us shared rights to our creations, then I would be all for it. Otherwise, to sum it up in one syllable or fewer...

According to Wheeler's Wiki entry, he is introduced by Themari, Boris the Russian, and Ashley McKnight, I suspect Des should be on the list too, since she is the other Broker for Cap.
Likewise, The Radio is introduced by Bocor, either of the Oakes Brokers, or Seer Marino. That last one doesn't sound right though, since by the teime you get introduced to Marino you would have outleveled the Radio (unless the Radio is one of those that will still give at least the badge mission at 15 despite being a level 10-14 contact.) -

And running solo on Villainous difficulty level, there are very few legitimate reasons why one would fail a Mayhem. (Heck, I usually have a good 25 to 30 minutes remaining on the timer by the time I complete it.)

You might want to add you your guide that completing the Smash and Grab gives you a random chance of getting either an Access Bypass (usable in Warburg or sellable at the Blackmarket for a metric buttload of inf), or a Prototype Element (usable in Siren's Call or resellable for a bit of inf...usually in the 5 digit range). -

Nope, the Broker will not introduce Willy and will not introduce Themari if you are over 14. However, if you have outleveled Themari's arcs you can still get the introduction. Just go back to him after you pop a couple more levels and he'll have the intro ready for you. If you missed Themari entirely, you'll have to wait for Ouro level to do Willy's stuff.

Yeah. That was it. Very few of my characters have ever worked for Themari, yet they have all been introed to Willy.
Still, I do remember a number of instances where doing a Mayhem after outleveling the zone's lower level contacts cause me to get introduced to a contact one of those earlier contacts should have given me. Just can't remember which ones they were. -

This is actually zone based, since at it only takes 3 radio missions in Faultline and get a Safeguard (Skyway at 15-19 or Steel 21-25, 50/50 chance for either at 20). But in Indy and Talos at 20, it takes 5 to get a Safeguard. Those zones are guaranteed Steel at that level. -

Paula Dempsey
Tony Kord
I don't know that there is any pattern to it, but usually they give you a choice, and if not, you can sometimes do a few more missions and get another contact.
You might also try Caitlin Murray (the Tech contact in Galaxy City), and see if she will do anything for you.
As for the Negotiator badge, you can get the mission from any of the 3 lvl 5-10 Tech contacts that I listed above anyway, be on a team when somebody else runs it, or run it from Ouroboros later on.

If you are being offered Feldon, then none of your other contacts will offer Kord.
