We already have that. Set level range from 1 to 53. Then select View All.

Unlikely to happen. The Snakes as a group have a very limited amount of custom animations, just for them. They do this because of the skeleton that they're on. Making that skeleton work with other animations would require that all of those animations be redone.
For instance, how would the current Snakes look if they were doing attacks from the Martial Arts set?

I imagine that the Devs are worried about clipping issues here, as well.
