Even if you do have Stealth granting powers, it is still a good idea to have the Unbounded Leap or Celerity Stealth anyway. Since it can go in Sprint or one of the Prestige sprints if you have them, you will have some stealth even exemped all the way down to level 1.

I seem to have the best luck if I take a mission (radio/paper, or perhaps a tip I already have). Sneak to the end and kill the boss to finish the mission (whether it is a Boss or Lieutenant does not seem to matter.) More often than not, a tip will drop then.
If this is done during a tip mission, then I will backtrack and use the instance as my own private hunting ground to try to get more tips or the morality mission instead of slogging through the streets looking for likely candidates. -

Also, and I may be reading Mids data wrong, but I have noticed that on a lot of powers, when they get their level 30 sets, a lot of the numbers frequently show yellow or red. I am guessing that when they show yellow, you are getting close to some sort of enhancement value cap, and at red you are over and some of that enhancement is being wasted? If this is what I am seeing, then it really makes higher level versions of the same sets rather pointless unless the power is being frankenslotted instead.
My big level 30 exception is for single piece global bonuses (Kismet +ACC, Karma and Steadfast: KB Protection, LotG: Global Recharge, Winter's Gift: Slow Resist, etc). Those I go as low as possible since they work the same at all levels but you still lose the bonus exemped down more than 3 levels beneath the enhancer's level. -
I've been playing around with my AR/Energy Blaster and am about ready to finally respec her for sets and inherent fitness (been one of my tertiary characters until recently).
Anyway, I have a build worked out for her, but am not quite certain how viable it is. At first, I wanted to get her both ranged and melee defense. But that was weakening both, so instead I settled on focusing on ranged (along with endurance recovery and recharge). Sadly, unlike my AR/Traps Corruptor (who was real easy to build for ranged), this one seems to be lacking, as according to the totals, she is at a mediocre 28.6% ranged defense. Is that even enough to bother with going through the hassle of getting all the set pieces she needs? Or should I try for other objectives instead of ranged defense?
Here is her build thus far. Any ideas for tweaking and optimizine?

Looking at your newest build, you underslotted your defense toggles, which means you need set bonuses to make up for that. Stealth should not be slotted better than Focused Fighting and Focused Senses because it has a lower base value. Dodge is also over-slotted and the enhancements should be in a power with a higher base value.
Are you aware that the Numina and Miracle uniques are proc120s, which means you have to use the power they are slotted in just to get the buff from them for 2 minutes?
The epic/ancillary pools contain some nice powers to add to any build. Consider adding one to make up for your lack of AoE attacks, or simply add to your recovery and regeneration.
I am also aware of how the Miracle and Numina uniques work. That is why the Miracle unique went into Health. The Numina unique went into Aid Self, because previously, I was going for the various positional defenses. And it required the entire Numina set to get that ranged defense. May go ahead and drop the Fighting pool altogether. That will give room for an Epic pool for certain. And perhaps I will even manage to fit a K-Combat KD proc in Storm and Thunder Kick at the end there, just because that is one of my favorite procs (second only to the Devastation Hold Proc)
So then, back to my original standby of building for damage, endurance recovery, and recharge (still don't want Hasten on this one, since I don't want her having flaming hands...that of course disqualifies her from the Lollipop Guild)
Who knows how this will look in the end. And as much as I appreciate all the helpful advice received here so far, I am going to refrain at the moment from looking at any premade builds and see if I can come up with something viable but my own. -
Yeah. That was a major oops on my part due to whipping out this plan so late at night. Got the 2 bonuses switched around there. That's why I changed those to Touch of Death as was advised in the first response.

Forgot to mention, I also planned this out with the high possibility of defense debuffs in mind, so it would seem that getting up nicely over the softcaps would be desirable, if that actually provides a buffer of sorts against debuffs.
And to top it off, it looks like of the higher end melee damage sets, Mako's, Touch of Death, and K-Combat seem the most useful anyway, so may as well go with those first two and get their positional bonuses. -

So I should go ahead and forgo the 3 and 4 piece bonuses in Focused Fighting, Focused Senses, and Agile in order to put those additional 2 slots in Storm Kick, Thunder Kick, and Boxing?

Why not put the healing uniques all in health? -- you won't be using aidself every time it recharges at the softcap.
Aid Self and Boxing are both being used for good defense bonuses: 3.75% ranged and 3.75% melee respectively. And since one of the pieces in the set going in Aid Self is a unique, I can't get all the healing uniques into Health. If I was going to slot up Health, I would pull 1 from Focus Chi, and one more from Agile and Focused senses, and Focused Fighting to get a 5 piece Miracle for another 1.875% AOE defense.
If she was /Regen instead of /SR, I would consider that. -
I'm finally getting around to replanning my MA/SR Scrapper (almost level 49 and she still doesn't have her inherent fitness even).
So anyway, I was thinking that the most important aspects to focus on are positional defenses and recharge. I think I have a build that will do quite well for her, and figured I would post it here to see if I overlooked anything major that would mean starting over on the plan. Specifically, is it a bad thing that Storm Kick, Thunder Kick, and Boxing are only 4 slotted, or are they fine with the 4 piece Kinetic Combat set and don't need perhaps a generic damage worked in somehow at the expense of three 9% accuracy bonuses (pulled from the LotG sets)?
No purple sets in this build, and surprisingly, no epic pool either.

That craftable jet pack makes getting around Praetoria much more pleasant for sure. Still, I have not found many reasons to not take a travel power now that Fitness is inherent. Plus, Combat Jumping, Hover, and Air Superiority are far too useful to not have. CJ and Hover give some defense, plus places to slot KB protection and LotG Global Recharges (great that those LotGs can be had for a mere 4 days of running tips). And CJ gives immobilize protection, which can really mean the difference between survival and faceplanting (especially if you are on a support character that needs to be able to get near whoever needs your buffs or heals. If you are immobilized, you can't get to them, and they may go down before you can pop a breakfree (that is, if you have one or have 3 of whatever to craft one.)
And Fly itself is now a spot to put that Winter's Gift: Slow Resistance, since Fly no longer even needs a single flight speed enhancer. -

Ninja Run or Beast Run with Hurdle work well enough, as others have mentioned. But what no one else has yet mentioned is that on many characters, they just look downright retarded. -
Is there a list of which uncommons you can actually convert other uncommons to?
In the sidegrade selections in the incarnate interface, they say you can converta s specific piece into another uncommon of your choice. However, someone forgot to actually state in each one which uncommons you can choose from.
I just tried to sidegrade a Dimensional Pocket in order to get a Vanguard DNA Metamatrix. However, that was not one of the available selections, and there was no way to know until I actually spent the salvage and threads.
To make matters worse, I selected Choose None, figuring that would just cancel the conversion (that would be a reasonable expectation, right?). Instead, not only did I get nothing, the uncommon salvage and 6 threads were used up anyway as if I had just simply deleted them?
So, how can we find out in game what pieces we can convert to before actually throwing away the components? -

I was unable to get his health down any significant amount on my Plants/Energy Dominator, and that was even using the Envenomed Daggers.
To make matters worse, I remember him starting to flee, then I hit him with Seeds of Confusion, and he sauntered back to his spawn point. After that, he would not even flee and let me fail the mission (which would have at least scored me the SMG temp power.)
That mission needs to be fixed. When a mission that is supposed to be soloable (as in no simultaneous glowies and not a task force) is not soloable, then the mission is broken or otherwise incompetently designed. -
Of course you can slot your lower level IOs, as long as you have a power that can take that set, otherwise some sets would be totally useless (like sets that max out at level 30 or lower for example.)
In fact, it is generally optimal to slot level 30 sets when possible, since those give good enhancement values, and you get to keep the set bonuses when exemped down as far as 27.
And some pieces, you want as low level as possible due to them not working more than 3 levels below their level. Others (like procs) don't matter the level since they work as long as the power is available. -

And I agree with the others. This is one of my favorite morality missions. However, like some others, if I am just wanting to get it over and done with, I will take the other mission instead. I've even abandoned the One Good Spider Mission after a few kills and the other mission suddenly dropping for me.
Another favorite of mine is Crossing the Line. But that is only because I enjoy chain detonating those 'splodies (from a safe distance of course), especially that set in that last hallway before the big room where Doc Quantum spawns. -
Or even on the surface. There are usually plenty around the various construction sites as well during the day.

Additionally, if you decide to spend the inf, go for the uncrafted recipes instead of crafted. You could save a ton of money that way. Patience is key here, as well as a willingness to go for pieces that may be a level or 2 below the target level you are planning for. 27-30 or 26-30 is becoming my standard (just got 2 level 29 Damage/Recharges this morning for 5 1/2 million each, and their enhancement values are only a mere .3% less than level 30s, of which the last 3 sold for 33 million.) -

If you don't wish to spend any inf other than the crafting cost, then you just need a total of 5 alignment merits and 50 normal reward merits (for the one piece that can't be bought with alignment merits.)
