You may as well confirm that you don't already have 3 tips, or that your fame rating isn't full.
I have always thought that tips don't drop from enemies under level 20, but I think my level 50 got a tip while exemplared in a level 11 Frostfire mission, so I'm probably wrong.

Tips are random, but higher rank enemies are more likely to drop them. Note that level does not matter, only rank, so a level 20 boss is more likely to give you one than a level 40 minion.
My favored place for tip hunting is the air strip on Villa Requin, the small island southeast of the ferry in Sharkhead. A few minutes of working over Sky Raiders usually gives me three tips very quickly.

I typically just find a street where there are large mobs of lvl 20 - 25. Use some AOE attacks to bring down the groups. Takes about 5 to 10 minutes to get a couple tips. Many times if I only get two and end up with a dry spell I go ahead and start running them because you can get tip drops in the tip mish.
Does anyone have an approximation of how many kills it takes for tips to drop?

I seem to have the best luck if I take a mission (radio/paper, or perhaps a tip I already have). Sneak to the end and kill the boss to finish the mission (whether it is a Boss or Lieutenant does not seem to matter.) More often than not, a tip will drop then.
If this is done during a tip mission, then I will backtrack and use the instance as my own private hunting ground to try to get more tips or the morality mission instead of slogging through the streets looking for likely candidates.
Oddly enough i seem to get the most tip drops on tip missions.
While it's technically true that random is random, unless the system is really bizarre the actual probability of any given rank of enemy dropping a tip should be a fixed value. So the question is not meaningless, but since there is no streakbreaker for anything but attack rolls you could theoretically go any length of time without a drop despite the odds. The best bet is to join a tip mission team. That way you can earn alignment points regardless of your own luck in getting tips.

When tips were first added, the first character I got on was my Fire/Kin to just mess around on a map I like to farm (it's actually fairly relaxing to do it in moderation!). In the very first spawn, I got the maximum number of tips drop. That definitely amused me
I also notice the same thing, the last spawn on tip missions seems to have a disproportionately high drop rate for tips (most likely, though, it's just confirmation bias kicking in). Doubtful there's any actual change in probability or increased likelyhood.

The best place to get tips Redside is in Sharkshead Isle
That island in the southeast corner is littered with solo spawning bosses. Bosses have a higher chance to drop a tip then Lts or minions. Just stick to the beaches and you can fill up on Tips in 2 trips around the island. That's 2 trips at most.


When I farm for quick tip drops in Dark Astoria, I'd rather kill one boss than nuke 15 minions. Drop rate for bosses is really high.
That's why as warden_de_dios points out, it's good to go to a red neighborhood of a zone where there is typically more bosses.
However, if you're a MM, go to the Council base in Sharks and position pets around the where the spawns run and go make yourself a sandwich. When you come back, you'll have 3 tips.

I've only seen it happen in Alignment and Morality missions though, never in regular missions, or special tips.

Are you full of alignment missions and looking for the morality mission? I had that once, whacked about 200 guys... deleted a mission, got the morality in the next 10 or so.

I just ran around Nerva and racked up about 80 kills and got not a single tip to drop. Is anyone else having problems?
What I was doing:
I had two characters that I want Rogue. I started near Lupin and did a whole bunch of killing. no tips. I then sent one to cap to pick up the Costume slot unlocks for level 20 and 30, since I was killing Longbow and Family anyway, finished both hunts and killed a bunch more for giggles.
Zero tips dropped.
