As far as billing services if your account expires on that day exactly (which I doubt it does) your card would likely be billed weather before or after said window, and your account will likely be billed before or after the maintenance window if you use time cards simply buy one and apply before said date. if you need switch which card you use do it before the window like the day before.
It is a few hours man, not the end of the world real or digital. -

Well, then, I guess you'll have to compromise. The marketing guys aren't going to give you side-switching for free just because you can't afford it. That's what being broke is all about...you don't get everything you want.
I would agree with them mentioning that side-switching is restricted to a monetary purchase, but the second option is out of the question. -
Pssst, Going Rogue is about six or seven bucks on Amazon. Really cheap way to get not only side-switching, but also the lvls 1-20 Praetoria experience, four powersets, and some costume pieces. All those separately cost like eight times that much.

Huh... interesting... looks like that fashion doesn't work anymore. I am poking around trying to find a way to make a small window with one shortcut and a normal window with the standard launcher shortcut. I'll be back tomorrow sometime with my results if no one posts before then.
In the meantime you can alter the properties in the Launcher window by right-clicking City and selecting properties. Then put the following in the "extra command line parameters" box:
-screen 800 600 -fullscreen 0
You'll have to add/remove that each time you want to open a different sized window than the last time you opened one, unless I can find a way around it with a shortcut. Like I said, I'll be back tomorrow with my results. -

Not a ringing endorsement of the platform, but hardly unexpected given the game's history of fumbling the promotional ball. Note to NC- you gotta spend money to make money. Kicking down for a better 'storefront', or putting someone with more marketing savvy in charge of the existing one would pay off handsomely over the long haul.
And the even more horrible thing is the people they paid to make this dreck have made beautiful, well-connected, intuitive storefronts for other MTX games. And Paragon, instead of looking at the crap they were fed, were just excited to not have to do the work themselves and so accepted the crap they were fed and shoveled it on to us. -
255 is the default number of entities for PBAOE buffs.

Dimension Shift includes a pretty high-mag immobilize anyway.

Create a new shortcut to cityofheroes.exe within your City installation. Use this shortcut for the extra, little window only.
In your shortcut, outside of the quotation marks, add a space, then "-screen X Y" (without the quotation marks) at the end of the target. Like so, using my installation path as an example:
"C:\Games\City\cityofheroes.exe" -screen 800 600
You can also do this within the Launcher but it will cause *ALL* instances open up that way. -
It hasn't been fixed, no. There is no workaround because the bugs are in the software and on NCsoft's end.
And the 8hr maximum "Remember Me" (which half the time doesn't actually remember me) is not a bug, but WAD/WAI by NCsoft. -

I utilize what I like and ignore what I don't.
These items can, and do, differ between characters. Some, but not all, of my characters really do use enhancements the way they're presented, as item or mutation upgrades. Some of my characters just "get more powerful". Some of my characters have houses and jobs and stuff, and some of my characters are "just there". -
I am in a ton of global channels. Other than /team and /tell, it's almost the only way I communicate in this game.
I don't color them because I don't want my chat window to be *too* eye-catching (I have fairly severe ADD and color splashes are bad for my wow look at that really cool goldfinch sitting on a branch outside my window!!
