DA Story arcs and the reward tables
I have not seen any mention of such a feature in the arc rewards.

Even the lowest rewarding Trials have more favorable tables than the arcs do. Some trials have better tables, even going as far as to guarantee a Rare/VR on UGT.
The last time I looked into Coulomb2's thread in the Beta section, VRs were showing about a 2-3% drop rate.
No previous rewards have ever been affected by your difficulty setting, not even the drops off enemies, so I don't see why this would be any different. The element of risk vs reward isn't measured in the number or strength of the foes, but in whether or not there's a chance of failure; if you can't complete an arc, you reset the mission (possibly with adjusted difficulty) and try again. Eventually you succeed and get your reward. With a trial, if you don't succeed, you fail and get no reward at all.

Currently, I believe most trials offer a drop rate of
40% Common
30% Uncommon
20% Rare
10% Very Rare
Plus, a free Uncommon for each badge, and a free Rare for each "Master of..." badge. EDIT TO ADD: Also, some trials such as Undergound offer an even better chance of a Rare or Very Rare, to reward you for sticking it out on a long trial.
The drop rate for the arc reward table, however, is something more like
70%-ish Common
19%-ish Uncommon
4%-ish Rare
2%-ish Very Rare
(Exact numbers are still unknown for these).
As far as I know, difficulty has no effect on the reward table. In fact, getting all 3 level shifts and running at -1/x8 currently appears to be the fastest solo option for farming thread drops and other non-Component rewards after you've done your Repeatable Mission + Repeatable Arc for the day. I continue to get threads, Converters, Catalysts, and Very Rare IO Recipies running in DA at -1/x8 while shifted to 53.
The devs have pretty much flat-out said that trials are supposed to be a faster way to get your Incarnate stuff. The solo stuff does have one advantage though - if you have a whole bunch of incarnate characters, you can log on to each one, speed run a mission for 10 threads, speed run an arc for 1 component, then switch characters. Doing this for several characters gets pretty good total of threads and components, but unfortunately spread out over several characters.
Alternatively, choose Component drops on your main, and Astral/Emp merit drops on your alts. Then go to Ouro Incarnate Vendors and buy the threads that get emailed to your account, so you can get even more threads on your main that way. (This assumes you only care about slotting up your main).
And just to put into perspective whether or not Ukaserex is extraordinarily unlucky, or "reasonably" unlucky, the odds of making 24 reward rolls and getting nothing above an uncommon is...

So, I've run some trials figuring that even if they are not absolutely required, they are very, very helpful. I've run maybe a half-dozen BAF on #1. To contrast my "luck" from above, here I've had one rare and three very rares drop. I'm nowhere near ready to use them (need a few more of everything for that), but yikes. #2 got on one BAF (chatter on Infinity seems more scarce than Virtue, and I'm not willing to do the more advanced trials especially w/o shifts). No component, as we failed ("badge run"....*sigh*).
Oh, #1 also did a Lambda. 10 thread booby prize for the speed run. I stink at Lambdas. Stupid squishy controllers.

I would agree - I don't think I am "unlucky". I really don't think there is such a thing as luck. Things either happen, or they do not.
Thankfully, I enjoy the ugt trial. I'll just run that as many times as I need to finish t-4s on all the toons.

I am well aware that there are some people who have done a story arc in Dark Astoria and gotten a rare or very rare.
However, I have run 4 characters through all of the arcs and gotten one uncommon and the rest common. I realize that the terms rare and very rare imply that they are just that. For some reason, when doing iTrials, I probably get a rare/very rare about 15 to 25% of the time. Yet, so far, the good drops elude me in these arcs.
My question is -
Due to the odd search results, I've glossed through and seen a few mention that they thought higher difficulty correlated with better random reward tables, but there's been no mention that I could find in the patch notes, or in some of the Beta discussion forums.
If any of you know where this is confirmed or denied, can you please provide a link?
I have some toons that can run at +4/8, (and some have) but still I get commons. It would be nice to get some incarnate salvage that I can actually use. Some more uncommons would be ok, too. I could at least combine those to make a rare.
I know that my next 20 arcs could very well give all kinds of goodies, but I am just wondering if there is any correlation between risk vs reward.
