They stack and they both modify the base, so you get 1.5x + 1.25x, for 1.75x.

There are new XP boosters on the Beta Server that give 50% and 100% boosts. Just like you can only activate one XP Booster at a time now, you will only be able to activate one at a time of these as well - not one of each. They will also stack as Aggelakis explained.
