Why Going Rogue?
1. Expansionmania. This is the idea that getting a 'box on the shelf' brings in huge profits and gets you noticed.
2. An Unfortunate Attachment to the Idea of "Don't Update, Create New." The Devs have said over and over again that they'd rather create something new than renovate the old... even if the old is very, very bad. So, the intro zones to Blueside had become increasingly seen as outdated and poor, especially in contrast to newer content. But rather than update those arcs and zones, the Devs felt compelled to create a new replacement for the old Blueside low level arcs and zones. Add in non-aligned ATs and Ultra Mode, the new GR zones would easily supplant the old blue zones, right? Right???
Why FREEDOM?
Cause everyone else was doing it. And those that did it successfully, got a big pay-off out of it. So, they hired the company that did LoTR:O (playspan) to provide a microtransaction system for CoH. CoH would have to be WoW-popular to not attempt a microtransaction system. And even if GR was successful, it was unlikely it would be *that* successful. FREEDOM and GR had nothing to do with each other.
Why did GR Fail?
As good as it was, there were some fatal flaws that have been mentioned above: Praetoria was not fully integrated into Red- and Bluesides; it was not an easy level-up zone for those who want to skip or have grown tired of repeating the GR storyline; it was not a full 1-50 'side'; GR critters are significantly more difficult than the blue or red critters; and, zone events have pitiful rewards to make it worthwhile to do.
The Fall Out.
And so, they finally did the things that GR was supposed to do in order to bring in more players, but, in the non-GR 'sides': They revamped the tutorial and beginnings zones (more so Blueside than Red); they finally made all non-Epic ATs 'faction-blind' for all 'sides'; they upgraded the ultra-modiness of the legacy zones; they created a fast level-up path for lowbie toons with low-level trials. -

Luddite Golf: Hold/Fear/Immob a Luddite in Cap city. Teleport them to the ledge overlooking the Black Market below. Hit them with Nemesis Staff and see if I can get them to land on players at the Market.
It's Raining (Goldbricker) Men!: Use Darkest Night AoE debuff anchor to round up a whole bunch of Goldbrickers and have them fly after me. I lead them over the Black Market truck and then I drop down and under the truck's awning. They fly down to chase and hit the death zone sphere and about 20 Goldbrickers fall from the sky onto the players at the Market.
You First!: If I see a bunch of players hanging out by a mission entrance. I jump into their group and say in local chat: "K, everyone in!"
Scrapyarders' Parade of Drone Death: I pull a bunch of Scrapyard's Scrapyarders to the drone by the hospital, and if Scrapyard himself isn't agro'd by that, the Scrapyarders are and they come running to attack the drone, which always wins. The unending Scrapyarders reinforcements creates an unending parade of self-droning.
When Bane Spiders falling from great heights made them basically unaggro-able and unmoving punching bags, which, however, could be moved with knockback and teleport foe, I would do this to scare folks coming out of Recluse's Tower:

People in the rest of the world will get home from work or school on Friday, log into in the game to claim the reward and, WHAAAH whahhhhh, no freebie item.
You will then deal with innumerable claims of you going around nazi slapping everyone in the clock face because they missed out on a Freebie Friday even though it is actually Friday for them. Mark my words, ending Freebie Friday before 12 PM on Friday in at least Pacific Time (should actually go to 6 AM Saturday PT for the islanders) will be very complaintful when the time comes and goes.
A full 'global day' is 48 hours long. Any offer you do should ideally be that long, or, at least, 36 hours long. -

Yah, toons logged out in Old Galaxy do not necessarily wind up in Echo: Galaxy. One of my old toons wound up in Old Galaxy.

Now, *how* Cap responded may sound corny and old fashioned. A more modern person would have responded to claims of divinity with a string of obscenities indicating a certain lack of faith. -

Just got back from the Midnight show.
If you see this movie, and if you don't then say it is one of the top three super hero movies *of all time*, then I will hunt you down and take all your comic books and burn them on your front lawn and then I will take a sledge hammer to every computer you own on which you have installed City of Heroes.

Gen. Aarons inexplicably likes to close to melee even though he has a gun. Exploding Warhulks then kill him.
If you have any knockback powers, keep pushing the Warhulks away.
Or, as suggested above, run away and lose him clearing the map until you get to the Elite Boss at the end. Then go back and get Aarons to help you.
Wait 'til you get to Lt. Dietrich who likes to run several spawns ahead so she can shoot at a distance.... just like Fusionette.
Then there's Faultline who goes into granite form and then can't jump simple obstacles to follow you.
The Ballista Longbow is the only worthwhile NPC companion in the RWZ arcs. -

But for some odd reason, only a very few of the ranged critters since I6 got that AI code; and certainly not a whole faction like the Scrapyarders. -

Mine certainly was, namely, Diminishing Returns in PvE. In fact, it seems to me most of the suggestions in this thread targeting 'over powered' facets of the game would be taken care of with DR in PvE.
If it were impossible to decisively 'soft cap' your toon permanently, e.g., then the Devs wouldn't have to have foes that jump through game mechanics hoops to try to find ways around the soft cap, like irresistible damage gimmicks.
It's a perfectly sane and good game mechanic. But would be immensely hated, hated, hated by all those who've grown comfortable hitting soft caps and damage hard caps and perma-ing everything and never running out of End.... all on the same toon. If people don't think that's OP... they should have their forum privileges revoked, which is something I'd do if I were king of Paragon Studios: "Sorry, but you're too invested in being over powered to be trusted to ever give meaningful feedback, so, we're shutting off your mic, kthxbye."
You know those folk are mentally ignored anyway.
