You need to input some sort of payment information to confirm that you are eligible to pay for the service.
Any credit card works, including a Visa/etc. gift card. Time cards work. Game cards work.
You won't be charged. You are just proving that you are eligible, basically. You can remove the credit card immediately after applying it if you don't want to be charged in the future when your free time runs out.

Are you on an East Coast server?

Victory
East Coast servers have been cranky of late, and often experience unexpected lag.
Additionally, Justice (a West Coast server) seems to be having issues connecting with the Wentworths server (but not the Black Market server).
HOWEVER...what you are describing does indeed sound like typical lag, where the client and the server are not keeping in sync. -

I know a couple Brazilians. They all speak fluent English though, so I never see them speak anything else.
I know several "Asian" people (the folks I know are Chinese, Japanese, and Vietnamese) as well, but again, never see them speak anything but English. -

You can drop one of the lines (probably the body one) if you want to keep some amount of space... Or change them however you want.
EDIT: I updated my googledoc with what I'm using ("Changes width of forums"), which includes a tiny amount of space on each side so that there's visible boxes.
EDIT2: I updated my googledoc with a nicer thumbtack image for stickies ("Changes "Sticky" image to a nicer thumbtack"). As usual, use the top block for the Hero theme and the bottom block for the Villain theme, or both if you switch between themes. -
Just because you (generic you) have your (generic your) reputation disabled doesn't mean you (generic you) don't want to boost someone else, who doesn't have reputation disabled. The two ideas are not mutually exclusive.

Popping open a new tab on my browser, pccwbtn.net forwards to the website http://www.pccwglobal.com - this has nothing to do with NCsoft, the City servers, or your computer. There is a lot of internet between your computer and the game, and all of your information has to travel through all of that internet to get between the two. If something is going wrong anywhere along the line that your data travels, your game will suffer. -
It's OK - you didn't replace things wholesale (meaning completely change the whole idea of the page), so it's not as big a deal as I was expecting (you worded it kind of extreme in your OP :P )
We'll have to deal with Icons Outer Ring Key (and linked pages)...but let's take this to the wiki forums, where it's pertinent and will be more easily seen by the wiki's editors (not many of us poke deep into the forums). -

I just updated Firefox to 3.5.2 (was using 3.0.something), so I don't know if this is a result of that, or some more maintenance (forums have been very slow today), but pages aren't resetting to the top when I refresh them now.
I'm more pleased with these forums, and the people maintaining them, every day. -

Day Trader max charges is 10. Enhanced Day Trader max charges is 10. You no longer earn charges on the Day Trader power after earning the Day Trader day job badge (and thus the Enhanced Day Trader power).

Blarg, it does, and it means that we can't hack it with any CSS that I know (which is admittedly small and mostly cobbled together via excessive googling and fiddling).
That's a setting in the vBulletin admin area. -

Sadly, it's not enclosed in any markup tags (a header tag, span, whatever), so I can't find a way to manipulate it. Maybe someone with more CSS experience can figure out a way.

The next block of code ("Changes width of forums")... um, well, changes the width of the forums! I've made it go as far from side to side as I could figure out how, setting the "page" div layer to 100%.
However, there's still some lingering space on the sides of posts that do not break the layout of the forum. I have no idea where it's coming from. :x
Posts that exceed the width of the standard post only have lingering space on the left side, somehow. The right side goes right up against the edge. (Z_M's first post with the examples, for instance.) -

The NPCs that give information about a zone are only located in Hazard Zones (or, for CoV, in the "Hazard Zone Lite" section of the City Zone). They're typically clad in dark/camo/military-type gear. -
