Officially, no.
But you can always find a trustworthy third party.
And there are ways to do it through the market by having the poor alt sell something cheap and in low demand (say, a level 1 flight speed enhancement), then logging on with the rich one and bidding a few million for it. Be sure you check things out very carefully, though; make sure you're the only one selling the item, and that nothing changes (last five transactions, number of people bidding/selling, etc.) in the time it takes you to switch characters, or someone else may end up with your money.

You could get an outsider to help with the transfer (if your characters are on the same server). Otherwise, have the new character put up something with zero demand for sale at the consignment house and have the first character purchase it for however much inf the new character needs.
But really, it is pretty easy to build up funds fast on a new character.
Just go through the tutorial without slotting those enhancements or using the big inspirations you get. Sell the enhancements to a vendor and use the proceeds to cover the listing fee for putting up one insp at the consignment house (just list it for however much you can afford...best to use the big red insp for that), then use the proceeds from that sale to sell the other inspiration.
After that, don't buy anything until level 12 (instead, just use whatever insps drop for you and sell everything else you get at the consignment house (salvage and recipes) and sell enhancements to the vendors. TOs are not really that useful and you can get by without ever slotting any.
By the time you hit 12 and are ready to slot DOs, you should have a few million inf racked up.

That's why List/Buy is the order to do it in. That way, the only thing that can really go wrong during the character swap is that someone else might purchase the item first. Not likely, but it is a remote possibility. And not a big loss if that happens.

Heck, I've met random strangers who hear me ******** about being poor and been given 5 million inf out of the blue. A lot of people in this game have lots of money and big hearts.
If you don't want to go through the hassle of using the market to transfer inf, I have plenty of characters on Protector who will be happy to help. Hero or villain?
