Seems to indicate that, yes indeed, you do tend to give out rep indiscriminately and not just to those deserving; and that yes indeed, you do intend to give out positive rep in that thread and not just negative.
That's a thread just begging for a forum rep war, and actually, it'll start internally as they realize that they only have a limited amount of times to give out rep, but many more people asking for the rep. So, the popular kids of the thread get the rep, and the others looking for a bump and yet denied because of the limits, will become increasingly agitated and demanding to be bumped like those who have four or five dots. When they don't get the bump like the others do, they'll turn on the top and negatively rep them as their way of getting ahead. In fact, I wouldn't be surprised if those complaining of getting negative rep were negated by the other rep hounds of the very same thread.
It's inevitable.
