The experience I have had with Ill/Rad vs Ill/Cold is the rad always seems to run low on endurance very quickly, not really helpful during teaming because by the time you have your two debuff toggles on the anchor is dead or the mob is, and when you do have your debuffs on you get stunned and have to retoggle them on :/
Cold has heat loss and no toggle debuffs. Also Sleet is a great soft control for you, since Illusion is all about soft control. The only thing Rad has that Cold doesn't is -To Hit which you can get -15% or more from Spectral Terror, and +def from Arctic Fog (and a whole bunch of Slow Res). -
I would suggest scrapper. Since scrappers just barely get to their cap in Smashing/Lethal resistance, and brutes have the same base numbers as scrappers, just higher caps, they will have the same amount of resistances. Therefore the the only difference between the brute and scrap will be the scrap will do a little more damage and the brute will have a little more HP. With similar builds the scrap will have around 2.4k hp and the brute will be just shy of 3k HP so a difference of some where between 300-400 HP (really one hard hit).
Take what you will, I feel the damage loss by picking a brute isn't worth it for me. -

I need to find out, is there any specific reason you chose all 4 travel pools? This answered, I can more help you with a build.

Also, more HP acts as extra resistance (you can take more hits with more hp). So along with a higher HP/sec regened you also have the ability to take a bigger hit. All in all +HP is almost always better than +regen.

I tried this with my EA brute with Overload. It does not stack, and you do get the crash, even if you use it before the crash.

Tankers should have Mag 5 or 6 taunt, to be able to out aggro even Phantom Army (which has Mag 5 Taunt).

I know my rule of thumb for melee toons with no extra recovery outside of Stamina is absolutely no more than half of my recovery can be used by toggles (end use). Any more and you will really start to suffer. This is of course after factoring in that extra 10% ish recov from the perf proc and Accolades.

I don't know if you are scared of Purples or not. You did not say so in your goals, just a soft cap and perma hasten. If you are, then you can substitute them (only the Apoc set is really all that expensive).
Soft Capped Smashing/Lethal defense and one small purple will soft cap Energy/Negative.
Perma Hasten, Perma PA, Perma AB, Fortitude recharging fast enough for all 7 other people to have fort, with overlap, Less than a 50% downtime with RA's, and Rez recharging in under a minute.

Also, iirc the stun is supposed to be mag 1 anyways, so even if it worked, you would rarely ever notice.

Illusion/Cold Controller, or for a little more AoE with less recovery, you can do Illusion/Storm.

/suppressCloseFxDist <feet> can be used for I-trials and such. This will suppress all effects like auras, glowie head things and other sparkly effects. Set the distance to something you feel appropriate.

I always pick Pyronic for the fast animation.
Ionic Used to double hit mobs, because it would chain and jump around. Perhaps people think it still does. -

Main question would be: why.
+4x8 just doesn't make good sense. Anything done at +4x8 can be done twice as fast at +2x8. -
The problem I have is when I go to play CoH. My computer is off. So I boot up my computer, and then have enough time to go make a sandwich, do some laundry and clean out the gutters before NCLauncer is up (minor exaggeration). The old patcher, I could start up as soon as windows was logged in and start patching, even while the computer was starting up all my start up stuff (steam, pandora, other random carp).
