Sadly, it looks like I'll need to bow out of tonights attempts - apparently
I'll now be attending a string concert. I'm sure fresh air is bad for me. -

That said, I don't think purple recipes should be purchaseable using PvP
reputation. I wouldn't be against them dropping from PvP defeats though.
Of course, that would make PvP recipes rarer, by diluting the rewards
from PvP defeats. -

3 costume bundles (IDF, Olympian Guard, Leather + Chainmail) x 400 = 1200
Then there's the costumes you cannot get unless VIP - Celestial, Fire & Ice,
Mecha (and soon-ish, Tech Knight). But lets discount those, since they
are available only to T9 VIP.
SSA Arcs cost 400 each (2800 points) if you want them on release, or
2400 if you wanted to wait for SSA #1 complete arc.
And I suppose we're assuming Premium had Going Rogue edition previously,
so didn't have to purchase alignment system (1200) or GR costume sets
(400?)

That puts a premium 2640 or so points behind VIP. Even more if Epic Archetypes,
masterminds or controllers are desired.
I think VIP players are getting a pretty good deal. -
Consider to 400 or 500 points you get per month as a VIP
to be your market discount.
As a VIP, you do get free powersets, for which Premium
players must pay.
You also have the option to purchase additional powersets.
Just like before, but faster - previously, you only had two
opportunities to pay for new powersets - City of Villains
and Going Rogue. If you like, you can save your points
for a year or two before buying new sets, then get them
all at one, to keep your VIP experience the same as before -
Build incomplete - last power pick could be Entangling Aura, or the
new Leadership power in I24. Focusing on recharge, to get the buffs
up more often, rather than trying to build up +ranged def.
Anyone with suggestions or rebuilds?

some sets have 9% bonus, some 11%, etc - you can stack each named
set bonus up to 5 times. I say 'name', not 'number' because at least
Luck of the Gambler has a 7.5% recharge bonus which has a different
name than the 7.5% bonus available from Basilisk's Gaze and some other
sets, so you could conceivably have 5 x 2 x 7.5% recharge bonuses. -
I'm hoping to finally bite the bullet and rebuild my dark/fire tanker.
The current build has energy mastery, to help offset end costs.
I'll likely be keeping that build around for when I exemp, unless/
until I can validate that the new build does as well or better when
downshifted.
This build should give me a bit more AoE (picking up fireball) at
higher levels, with about the same amount of single-target (using
fire blast in place of fire sword). I'll have almost soft-capped s/l/e/n,
defense where my old build was in the 20% range for positional
defense.
Can anyone suggest further tweaks?

Sprint and Acrobatics - make sure you have Runspeed enhancements in Swift

You didn't say what your accuracy and damage slotting was like for attacks.
Make sure you have at least 1 SO of accuracy and 2-3 damage in each
attack (preferably 3 damage, of course)
For ease of generating a Mids build, grab Titan Sentinel from http://cit.cohtitan.com/
It has an option to export current character to a Mids data chunk. -

If you swap the defense buff IO in Link Minds for an Adjusted Targeting Recharge IO,
Link Minds will be perma, with little loss in defense, due to ED.
Swap one of the common endmod IOs in Stamina for a Performance Shifter EndMod.
Consider dropping a slot from Stamina (losing .06 end/sec) and/or Gather Shadows
(losing 4 seconds in recharge) to add to Engulfing Darkness (or Shadow Field, since
you appear to be building to be a ranged character).
The defense buff IO in maneuvers is doing little good due to ED (adding .14% defense).
You could swap in Cloud Senses instead of Dark Watcher's Despair in Fearsome Stare
for a bit more recharge, and more ranged def if you allocate two more slots (from
Stamina, Maneuvers) -
Head to Croatoa and talk to Gordon Bower (near the University) to start the
story arcs for the zone. -

I think Diesel eBooks and Kobo also have virtual bookshelves, but
I don't buy from them, so can't be sure.

Beam/Traps corruptor, likely on Exalted for headstart event.
I'm tempted to also create an Electric/Time controller,
but two new alts is sufficient for now. -

Tumbling concepts for Time/? in my head, I came up with a possible
Time/Ele alt. Any suggestions/comments on this build? Will likely
be teamed most of the time (hopefully with other Time alts from SG
folks). Built for high recharge, with a little def to stack on Foresight.
I believe I'll be around 30 def (foresight, maneuvers, hover).

The numbers in parentheses indicate the level at which the slots were

Activate the mission, head to the inspiration vendor in AE (next to the AE hospital doors),
buy your inspirations, use them, repeat. When fully buffed, run into mission and start
mowing down the mobs. With a damage aura on, you should be getting inspiration
drops in sufficient quantities to keep you buffed. -
