The enemies are Council and you would also fight Council in the Moonfire task force (level 23+) and the Ernesto Hess task force (level 25+). Both of these task forces are much shorter and, in my opinion, much better overall. In order to run the Hess task force, the team leader must have received Hess as a contact by completing the arc from Lars Hansen. This contact is in Striga Isle, and you can do just Lars' arc by using Ouroboros.

At any level, you can open your contacts window and click "Find Contact", and there will be at least one contact with missions ready for you. They won't always be the best contacts, but there's some there.
However, you shouldn't need to go searching for contacts at this level. At level 20, several contacts introduce themselves to you, and remain active until level 30. They're all newer contacts, so their arcs are better writing than some of the old stuff, and some of them tie directly into the current happenings, so you'll be less likely to look at new releases in the future and go "Huh? What's going on?"

How hard and long does it take to get the Atlas Medallion? Seems like its worth it for that 5%
Go to Ouroboros, do the "Rescue the Fortune Teller Mission" - 5 minutes (plus travel time)
Go to Atlas Park, Galaxy City (Echo via the portal in the back of Ouroboros), Perez Park and two locations in Kings Row for the History Badge- 10 minutes if you know where to look (Get the map pack from VidiotMaps if you don't know)
Kill lots of Werewolves and Vampires - an hour or two to do the arcs in Striga (gets about 1/4 to 1/2 the required amount) plus 30-60 minutes to do a Moonfire TF (easily gets the rest)
Jump on top of the globe in Atlas Park for the Top Dog badge - 10 seconds.

The task force you have to do with a team. Everything else you can do solo, and you can just kill vampires and warwolves in Striga solo until you get the badges if you like.
(I kinda like Citadel myself. But then, Council is my favorite enemy to farm.)

Synapse and the Shard TFs should be at the top of anyone's list of tedious TFs. ^_^ Think I'll toss in the hero respec trials too, for the boring 20 minutes in the reactor core.
There's really no forgiveness for Synapse having 6 straight kill all's to start off the TF though. And let's not get started on Dr. Q or Justin Augustine....

If you have access to it, I find the First Ward stuff pretty cool.
Seconding Croatoa. It's probably my favourite zone in game (with a very distinctive feel), and has a nice set of interconnecting story arcs.
I would hate to see how many tf's you consider tedious in this game. It's leagues better than Synapse. Or Shadow Shard TFs.

.....and no one really does the Shadow Shard TFs so no one really thinks about them. They're not required for a stat boost accolade like citadel/synapse anyway.

As others have suggested, the Croatoa arcs are good and my default for this level range.
You also have the later Striga arcs you can do. These can be a bit rough for a squishy at times, but they help you towards the badges needed for an Accolade power (the Werewolf and Vampyre defeats are what you need) and also provide a number of useful temporary powers.
I often have a hard time fitting in all the things I want to do in the 20-24 range and sometimes flashback the Peebles arc in Striga or the Agent G arc in Faultline. If you haven't done the Faultline arcs I recommend them all for flashback.
Then there are a number of the newer contacts in Talos such as Field Agent Nance, Roy Cooling and Special Agent Jenny Adair. Though you may have already run some of their stuff at 20-24. The Nance and Adair arcs are a real change of pace from other content and everyone should run them at least once. Save up inspirations for these on a Blaster though, as you're likely to need them.
And lastly there's the First Ward. Which you may have already done as well. If not, it's another group of new arcs, some of which are pretty good. I find the ending a bit rushed and unsatisfying, but up till then I think the arcs are pretty good.
