While I could look at Local Man's guide and others for hours, its too much info. I do not have expereince with using IO's, its rather confusing. So an easy, quick answer to this question would be helpful. So need this info for my new Ill/Rad troller.

So I know I need 3 luck of the gambler global recharge. What other IO's do I need and at what level should I be getting them? As I understand the magic number is around 208%?

Dozens of views and no replies is completely normal. Even a pretty busy thread, like say the "Plant/NA Troller" thread slightly further down the page, has only 63 replies despite over 2000 views. Also, the AT-specific forums generally don't move very fast; 3 hours with no reply is not a cause for alarm.

Perma-PA requires very high global recharge; this is less about getting a few specific items, and more about tailoring the entire build towards that goal. LotGs (as many as you can fit, up to the limit of 5), set bonuses (purples are especially good for recharge, if you can afford them), Hasten, and anything else you can get will all help, but none will get you there by themselves.

from experience about 200-210% total rech is plenty enough to get perma PA

to get this that you will want to get as many +rech set bonuses and as many LOTGs as possible

if you count hasten then you only need about 130-140% rech bonus from sets


to get to that, 5 LOTGs is 22.5% global rech, 5 purple sets is 50% global rech which is half of what you need

flash is usually a good mule for basilisk gaze which is 7.5% rech

the ATO set can either replace 1 purple set if you catalyze it, or leave it as normals for 8.75% rech

the rech intensive pet enhances give about 13% rech total from both sets


just from those suggestions 22.5% + 50% + 7.5% + 8.75% + 13% is 101.75% so you need another 30% or so from slotting for rech bonuses where you can, if your an ill/rad you can make do just by using AM but if your not /rad then you would need more from slotting

You need to get to +300% recharge to perma PA

You have:
Hasten: 70%
Accelerated Metabolism: 30%
Enhancements in the power: 95%

You need 105% from set bonuses (which will make Hasten and AM perma, by the way).

LotGs (Up to 5) in either Invisibility power, Hover, Combat Jumping, Manouver or Vengeance. 5 of these = 37.5%
Basilisks Gaze (4 pieces) in Blind, Flash, Choking Cloud 3* 7.5 = 22.5%
Decimation (5) in Spectral Wounds 6.25%
Malaise's Illusions (5) in Deceive: 6.25%
Doctored wounds (5) in Radiant Aura 5%
Call to Arms/Expedient Reinf. (4 pieces) in Phantom Army and Phantasm: 2* 6.25%

That's 90%, we need to find about another 20% from somewhere. Two purple sets in your epics?

The Controler ATIO set (I forget its name) would also be handy.

If you're in a supergroup, dont forget the Base Empowerment Station. That can give you +20% for an hour while you're levelling in exchange for a few bits of common salvage.

There isn't a "no BS" answer to this question. Every build has different needs and will take different sets to achieve them. For instance, you perceive the "need" for 3 LotG: +recharge IOs, but with sufficient slotting you could do without those. Or we could swing the pendulum the other way and you could use 5 of them.

That said there are some sets I would recommend in pursuing your goal.

Basilisk's Gaze offers 7.5% recharge (this bonus is separate from the 7.5% from LotG, meaning you could have 5 of each) at only 4 slots. Depending on your build, you may have the opportunity to slot 2-4 of these sets.

Decimation offers a 6.25% recharge bonus at 5 slots; a solid choice for Spectral Wounds and the single target blast from an APP. Positron's Blast offers another 6.25% recharge bonus though you may be able to slot based on APP/PPP. Expedient Reinforcement others a third option for slotting 6.25% recharge (in only 4 slots) and is very good choice for PA thanks to recharge and an adequate choice for Phantasm. A likely build for me would have 2 sets of Decimation (in Spectral Wounds and Fire Blast, for example), 1 set of Positron's Blast (in Fireball), and 2 sets of Expedient Reinforcment (in PA and Phantasm). That would cap out the 6.25% bonuses you can receive.

The purple confuse (Coercive Persuasion) offers a 10% recharge bonus in 5 slots and provides an extremely useful proc. If you can afford it, most definitely slot it. Many purples offer 10% recharge. If affordable, Ragnarok and Apocalypse could fit an Ill/rad build.

The Will of the Controller set is a good choice. Uncatalyzed it provides an 8.75% recharge bonus, which is fairly unique, and a 10% recharge bonus once catalyzed. Likely you will want to catalyze it though the option is there to take the 8.75% bonus if your build is already full of purples. It's a good substitute if you can't afford Coercive Persuasion for Deceive, but avoid the proc.

Those would be the staple sets in my build (and in many of my controller and dom builds) though there's room for variation. Red Fortune and Doctored Wounds may also fit your build, offering 5% recharge bonuses.

Technically, you need 422% recharge to fully perma PA. That includes the time to cast the next set before the previous set starts to expire. You can get away with a tiny bit more than 400% and still have some overlap, but it will much more sketchy. 400% recharge is +300% with slotting and global recharge.

My Ill/Rad has perma-PA with a combination of 99.28% slotted recharge (way over the ED softcap) and 212.5% global recharge without incarnate powers. That's +311.78% recharge or 411.78% total recharge. Close enough.

I can't say what IOs to take, because my recharge comes from slotting, Hasten, global recharge set bonuses, and Accelerate Metabolism. I have four LotG procs and four purple sets.

And in practice, Spiritual Core Paragon buys me an additional amount of recharge on top of that for extra insurance.

Very good information, thank you. Will I even be close to getting phantom army perma at lower levels, or is this most likely a later build scheme?

And if I join lower level teams and you are set to a lower level, do I lose those benefits?

Its *barely* perma-PA. You could shuffle slots around and get a little more recharge, but it will still be barely perma PA.

The problem is that while you can build this at level 50 and then exemp all the way down to level 30 and still have perma-PA, the slots themselves simply don't exist at native level 30 to build it. At level 30 you have 17 powers plus inherent fitness and 28 additional discretionary slots, for a total of 49 total enhancement slots. Even if you magic yourself perma hasten and perma AM, I don't know how you both slot PA and get an additional +100% recharge with 45 total slots. Purple sets offer the most efficient recharge per slot bonus at 2% per slot burned, and that would only get you to +90%. I think its probably mathematically impossible before about level 40ish, at least for Ill/Rad.

For most I would say it's a post 50 build goal. But it depends a lot on resources, planning and effort.

Set bonuses and whether they function or not are level dependent not power dependent. Exceptions are Purple IOs and PvP IOs. A number of special IOs bonuses are treated as if set bonuses -> http://paragonwiki.com/wiki/Set_Enha...pecial_Effects Among these are the LotG +7.5% recharge. Hence, for example, a level 25 LotG +7.5% recharge will provide its recharge bonus to a character while exemplared as low as level 22 (within 3 levels of the level of the IO) and because it is treated as a set bonus will function for that character even if it was slotted into Vengeance taken as the level 49 power choice (power is currently grayed out/unavailable do to exemplar level).

Scaling of Enhancements (greater details in the first linked article) is also a bit dependent on both exemplar level and the level of the individual IO. In particular note the 4th bullet point under the portion entitled "Observations" in the paragon wiki article.

That depends on the enhancements you use.

Purples, the ATO sets, and store bought enhancements will all offer their bonuses down to level 10 (or the lowest level of the enhancement range for SBEs). Regular IOs are a bit more tricky.

With regular IOs you will lose the bonus when you exemp more than 3 levels below the IOs you have slotted. For example, if you slot 5 Positron's Blast IOs and they are all level 50, when you exemp below 47 you will lose all those bonuses. If those IOs are level 35, you will retain all bonuses until exemping below level 32. If you have a mixture of levels, you will retain bonuses corresponding to the lowest levels. For example, if you slot 3 level 50 Positron's Blast and 2 level 35 Positron's Blast, you will lose the recharge bonus, accuracy, and resistance (for 3, 4, and 5 parts of the set) below level 47, but keep the recovery bonus (for 2 parts of the set) until you exemp below 32.

This occasionally makes IOs below the cap more desirable though their enhancement value is somewhat lower.

on my ill/cold i have about 215% rech but i also have about 120% enhancement for rech on the power (this is due to tier 4 agility alpha) and im perma by about 1 sec which the power usually rech before the PA even despawn so during fights my PA are always up 100% of the time unless im dead or slowed really badly

If you have any flexibility at all for the secondary, go /Time. Much easier/cheaper road to perma-PA (and softcapping S/L defense while ur at it).

I don't have it in MIDS because I built it as I leveled ingame. Its actually a pretty easy build. The typical sets for recharge (Bas Gaze, purples where possible, doctored wounds, etc.) Then Primal Forces mastery for power boost and you'll hit softcap and perma everything without having to focus on defense bonus'.

I'm curious as to why you didn't use the EndMod for Performance Shifter in the second 15 slot instead of the EndMod/Accuracy.

Was it just a matter of convenience of having the IO or recipe for it already, and the difference would be minor so you just used what you had, or is there some benefit to the Accuracy portion I don't know about?

Here,s my Ill/Rad build, post level 50 and very expensive.

At this time I have base PA recharge down to 2 minutes and a global recharge of:
128.75% base
198.75% base + hasten
228.75% base + hasten + AM
298.75% base + hasten + AM + ageless core

Factoring in all recharge both hasten and AM is permanent and my PA’s recharge in 50 seconds.

Yes, it may well be over kill on recharge but it gives you a few seconds from the time your PA's rechage to the time your active PA's start to fade.

It was, "oops, I clicked the wrong icon." I have the pure EndMod in there.
