Any way to display a toon's build?

You could take a screenshot using Print Screen then alt-tab out to Paint and paste it into a new image there.
Alt-tab back to the game. Then scroll down to get the powers that weren't visible in the first screenshot and repeat the process.
Or you could install the Titan Sentinel from the Titan Network and have it Export your build into Mids.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

The game's screenshot function may not capture the Enhancement screen, but your operating system should also put an image of the screen on your clipboard when you press printscreen, which you can then paste into an image program like Paint. You could also use something like the Snipping Tool.
The way to take a screenshot of the Enhancement screen is to alt-tab out to another program, then move that program window mostly off screen before taking the screen shot. This way the Enh screen stays running in the background.
For example, here I've alt-tabbed out to Calculator before taking the screen shot, which I left right in the middle of the screen to show what I did.
Thanks, the Alt-Tab worked for me. I've never tried Snipping Tool, so I'll play with that too.

I'd rather just start a new character than respec without them. (I hate respeccing that much)
I'll echo the awesome of Titan Sentinel. Just use the export function, start up mids and import.
Done.
Here is how I take a screenshot when PRNT SCRN doesn't work in the game: I use a free program called Irfanview.
First I press ALT+Enter to put the game in windowed mode. Then bring up Irfanview and click Options>Capture/Screenshot. A window will pop up with options. Leaving it at default, CTRL+F11 to take screen shot. Click start in this window then bring CoH back up and press CTRL+F11. The game will minimize and Irfanview will come back up with a perfect screenshot of everything.

It doesn't matter when you added the slots. If a power has 6 slots, it will have 6 slots no matter how low you exemp. As long as you have that power available, it will have 6 slots. However, the ENHANCEMENTS will be affected by exemping. But that happens whether you have six slots or one. |
Not sure what the break points are or of much of the math behind it though, just thought I'd point it out.
One should also be aware that enhancement values can be lowered more than one would expect in the earlier levels, mainly to help counter this specific point.. For instance if your running exemped at 25 with some level 50 IOs they won't diminish to SO values, they get less than that.

For the benefit of we relative noobs, what the heck is "ED"?
ED is short for Enhancement Diversification, which is the fancy name for the diminishing returns on slotting several enhancements of the same type. Obligatory wiki link: http://paragonwiki.com/wiki/Enhancement_Diversification
There was a time in the distant past when you weren't significantly penalized for slotting powers with 4+ Enhancements of the same type. e.g. You could 5-slot Hasten and have it permanent.

I'm sold on Titan Sentinel, but for existing characters it only seems to record the basics (e.g. Primary/Secondary/Ancillary), and not any of the individual powers/slots.
I love that it records characters' bio though - that alone makes it worth using. And it works as advertised with new characters.

I know for a fact it works. I exported my Peacebringer build and made changed to it with the help of other forum members when I came back into the game not long ago.

- Get a list of how I selected powers/slots at each level?*
- Take a screenshot of the Enhancements Manage screen, showing my current slotting.**
