What AT is Penny Yin?

NPC's aren't an AT they just get powers.
but if she's really good at everything, just call her a brute 
She is a Yin/Yin Yinner.
... and I keep breaking into "Penny Lane" with her name.
Thematically, I'd say a scrapper.

She's the AT that Blue Steel unlocks when he hits 20.

Top 4: Controller, Brute, Scrapper, Corruptor
Bottom 4: (Peacebringer) way below everything else, Mastermind, Dominator, Blaster
CoH in WQHD
Penny has:
- 2 High Damage Ranged ST Attacks
- 1 ST Hold
- 2 PBAoE Click High and Moderage Damage Auras with mezzes and KU
- 2 ST Psy Blade Melee Attacks (High and Mod Damage)
- A pet
- Auto Shield of increased Psy Def and Resist
These are all Psy powers.

Lots of critters across the board have resistances to make them tougher, even things patterned after squishies, so just the mere presence of shields doesn't automatically make something a melee-like archetype to me. But the presence of a balance between range, melee, control, and a pet, is much more strongly suggestive of a dominator.

Meh... I see her as a Psionic Control/Mental Assault Dominator that took the Sister Psyche and/or Clockwork King Patron Power Pools.

She has both melee and ranged Psi powers, and a pet. The Willpower-ish powers she seems to have are found in the Dominator/Controller APP.

Thanks, Dominator makes sense after seeing how Zombie man lays it out. Even though she gets to use the, as yet, unannounced Psi Melee set instead of Psi Assault.
Note, I do know that the signature characters tend not to fall neatly in ATs. But when they did Maelstrom and Desdemona's bios they gave them actual ATs (Blaster and Mastermind respectively).
The City of Heroes Community is a special one and I will always look fondly on my times arguing, discussing and playing with you all. Thanks and thanks to the developers for a special experience.

Ive also noticed that a few of the new mobs in Night ward have staff melee with interesting staffs that may or may not become avalible to us in the future!
I also think that Yin's life as a superhero is only just starting. She hasnt developed a firm role within the group yet, so shes very loose on her power choices until she finds out where she belongs.
Plus you have to look at what the team already has. Not much point in adding tank character if your group consists of Captain America, Hulk, Juggernaut, Wolverine and The Thing.

Isn't her pet somewhat similar to the Awakened Seers powers in First Ward?

Indeed, very similar to Awakened Bosses, Mindstorms.
Also, the Storm Voids in the MoMiTrial have Psi Lightning. And Shalice has Psi Lighting and Psi Tornado.
