What Server should I play on?
Virtue.
I believe the most populated server is Freedom with Virtue as a close second.
Virtue is the better choice if you enjoy roleplaying while Freedom is better if your only worry is a large population.
All the servers are in the same location (Texas.) You'll hear about "East" and "West" and "European" servers - that's a bit of a holdover from when they were split up.
As far as "most active," wellllllll.... busiest tend to be Freedom, Virtue, and typically Infinity (though that spot changes a bit.) All the servers have their own personalities, though. They're listed from last on, then lowest to highest load (not necessarily population) at the time.
Personally, I tend to call Pinnacle and Victory my "home," though I'm spending a bit more time on Infinity and Guardian these days as well. Virtue tends to be seen as the RP server, though it's not typically picky about it (or odd outside pocket D. Just a lot of parenthesis use.) Exalted is the VIP server... so it'll be greyed out for you, judging from the way your forum name looks.
If you want a decent population but at the same time don't want to be on the bussiest server around the server listing screen has them ranked from quietest(top server) to bussiest(bottom server). Past Freedom and Virtue they do shuffle around a little bit so check the servers during what's going to be your normal playtime.

I think the best thing for you to do is to take a peek at each of the server forums, and look for the most active, friendly and helpful people.
Although it's true that probably less than 10% of the players are active on the forums, you'll get a rough picture of what that server "personality" is like.

Champion. "The community server, or GTFO." -- Cobalt Azurean. Seriously though, lots of really high-quality folks on Champion. Skilled, helpful, high signal-to-noise ratio.

Regardless of which server you choose you'll want to check the forums for that server and find out what global channels are used there. Unless you're a free only player, in which case you won't have access to them. And if you don't have access to the global channels it will be difficult to find groups on the lower population servers. And if you really want a high population server I would recommed Virtue over Freedom based on my own experiences. But I'm a small town guy myself and play almost entirely on Victory.

I tried Freedom - not long for a team invite, but man, overall some poor players, imo.
Virtue isn't bad, but I only played to level 16, maybe I didn't give them a fair look.
Champion has got talented players - but their global channels do very little chatter, it's like everyone likes everyone up to a point, because they dont' really get to know anyone through the channels.
On the opposite end, Liberty's global channels have enough chatter to kill a mood. Man, some of those dudes must not even play, just yak!
Seems like they have a lot of really good players (a couple of odd balls, too) and they all seem to be more than willing to stop what they're doing to help someone out. Lot of iTrials, and the MoUGTs on Sundays are almost a sure thing. (I'm premium now, so going off what I heard)
One dude gave me 100 million just because he could.
Another player gave me 500 million because I made a villain.
There are odd little contests on liberty for fair size inf prizes - hide and go seek, things like that.
Exalted has got a mix of experienced players and noobs. It just doesn't feel right to me.
Triumph is ...well, there's just not many there that I could see.
Pinnacle has some good folks, but not many of them.
Infinity has some nice people, but they don't seem too big on talent.
I guess overall, I like Liberty best.

P.S: I've found that many of the "quiet" areas of the game have players that seem to be on Vent more than ingame chat.
Hey, if you went through all that effort just to test the waters, then nobody has grounds to give you lip.

If I want conversation, I can pick up the phone. I play to kill stuff to get stuff so I can kill stuff more easily.
And I certainly didn't team with the entire server. That was just my experience with several iTrials and tfs. I'm quite certain they have some great players.

And I do think it's important for everyone to try each server, play a toon to 20 or so, see how they like it.
If it's bad at 20, it isn't likely to get any better at 50. Again, just my opinion - last I checked, I couldn't sell it, so it's worthless.
I've tried Exalted, Virtue, and Victory.
Exalted can be semi-active, but I find it to be pretty clique-y in the chats. When it's not, it's quiet.
Virtue is always busy, pretty much 24/7, there's almost no time the server is empty. Though the large population is, as with any big group, a blessing and a curse. It's pretty easy to hook up for teams, but any kind of open chat has the usual assorted mix of nasty and nice.
Victory is small, pretty quiet, but has very active populations that do a lot of trials and other events, with a couple main channels (Victory Limitless and Victory Forum) where it's drop dead easy to recruit for practically any event whether it's a TF, iTrial, mission, GM or whatever. Only problem is a heavy amount of the population is US east coast, so once it hits around midnight for them the crowd sloughs off to a skeleton crew.
Let see....I've played on quite a few over the years so I can give my opinions in an educated fashion:
Freedom -- Easiest to find groups, especially on redside. A certain portion of the playerbase on Freedom is made up of jerks. Another portion is made up of people who just want to do everything at max efficiency. Right when new issues come out Freedom is packed.....it tails down when there hasn't been new content in a while but still pretty crowded (during these drops Virtue will pass Freedom in people)
Virtue -- Pretty easy to find groups, but not on redside. A certain portion of the playerbase is made up of hardcore RPers. You can easily avoid them but occasionally you'll log in somewhere like the crafting building in Port Oakes and have an embarassing moment where you drop on someone ERP (literally in my case). People tend to be less hardcore on Virtue and friendlier but a little less knowledgable about the ins-and-outs than on Freedom. Most players don't go for max efficiency so you'll find a wider array of things run than on freedom. I find it to be a pleasant and relaxed server as long as you avoid pocket d as a scantily clad girl.
Infinity -- Used to have an amazing core of players but many of them migrated to Freedom about 6 issues ago. Still a pretty solid server and even has a still alive redside. Its kind of a mix of Freedom and Virtue culturewise. Less jerks than Freedom -- no real hardcore RP. Had some really cool stuff like the Taxibots and such back in the day but I never see them anymore when I do log.
Justice -- I never see anyone Justice redside so I assume it is dead (I could be wrong this is my 4th server so I don't exactly log there everyday). That said Justice has a core of really solid players who try their best to help people out. Its quite a bit less populated than Freedom/Virtue but still enough people to do what you want most of the time.
Champion -- Similar to Justice except it has an alive redside. Champion used to be the server the devs played on but I haven't seen them in about 5-6 issues. Champion also has some issues with cliquishness occasionally.
Exalted -- OMG, how can the VIP server have such a terrible culture? Oh right, its the people who left all the other servers and want to impose that server's culture on the VIP place. Imagine stirring the malcontents of all the other servers together with some new people who figure they'll give it a shot. Oh and don't forget to mix in cliquishness and some good Freedom AND Virtue bashing for good measure. I've had some good experiences on Exalted. But, most of the time I wonder why I logged into the server as someone does something shockingly idiotic (grief an ITF because we didn't do it "the right way" -- grief a BAF for same reason, etc).
Guardian -- Guardian has a core of very dedicated players who really know what they're doing. Its peak time doesn't match mine but I've heard Guardian can be up with Champion/Infinity/Justice at certain times of the day. I've never really had a bad experience there other than lack of groups cause I was on at the wrong time.
The other servers I've played on too long ago or too sparsely to give a good judgement on that would actually be useful.
Since I haven't played long (less than 2 years) I only have exp with 4 servers. Freedom, Virtue, Guardian and Triumph
Triumph: seems dead most of the time, my firend's home server, he is rarely on and he likes to solo... so....
Freedom: had some bad experience with some of the players, so I avoid, I know most players do not behave badly, just left a bad taste in my mouth
Guardian: I consider this my home server, mid level population, good experiences with the playerbase
Virtue: just recently dipped my toes in the water here, friendly folks, RPing... but not as much as I expected, high population and easy to get teams together
Freedom has a bad reputation but beta was made up of mostly freedom players from what I could tell and they seemed like fine people. Virtue is my favorite server as I am a roleplayer. Non-roleplayers are vast in virtue as well, though, if you're not interested in it.

When I said they weren't too big on talent, I probably should have been more clear. It's worth mentioning that they are some of the nicest people I've ever come across in game. But, because they're so nice, they're not focused on getting the job done. They were more focused on conversation. At least, that was my experience.

I'm trying to figure out what server to play on. Where are they located and what is the most active server?
