Mad idea to make forms more appealing
Nova already gets a 40% bonus to damage irc.
Chasing Fury in Dwarf form doesn't sound all that appealing to me either...

As Maestro already mentioned the forms already have their own 'inherent'. Those inherents already make it worthwhile to take the forms.
Nova: + damage
Dwarf: + resist, massive hold protection (,teleport)
I like my peacebringer just the way he is (I even liked him before the latest changes to peacebringers).

Becoming a flying squid or a giant white lobster isn't appealing enough?! *Gasp!*
On a serious note, I think the Peacebringers are pretty well off just the way they are. Sure, they could use less knockback. Sure, their powers don't meld all three forms together as well as a Warshade, but hey, they were a lot better than they were before Freedom.
Besides, if they should add anything to the forms, it should be faster shapeshifting (imo).

And you thought eight Kheldians were awesome...
Well I did say it was a 'mad' idea. Personally I feel the forms are a bit meh!
Each to his own I guess...
Btw if you do it right you don't have to chase fury, it comes to you
For the Op:
Interesting, but it won't go very far, considering the forms themselves have global buffs already. Which is essentially an inherent of it's own. Fury would make more sense if dwarf had a better/more fluent attack chain. There tends to be decent pauses between the attack bursts which wouldn't work well with fury, now a taunt aura...that would be nice!
Personally:
I'd love more forms to choose from :3 Like in an epic pool or something.
On a more realistic approach:
Fix for dwarf form: GIVE MEH BACK MY FOOTSTOMP ANIMATION >:|||||
Some optional animations in the customisation section would be nice. I know some people also preferred to old light form animation (i guess it wasn't compatible with forms).
i always liked joe's suggestion of taking the 40% damage buff of nova and building that into the attacks
Positron's i13 letter: We are trying to make PvP more accessible to new players, while giving experienced PvP'ers the advantage that comes with formulating tactics around the new systems we're putting in place. PvP from now on will be on our priority list. If something isn't working out, we'll be in there tweaking it and making it work, for the entire future of the product, not just Issue 13.
The forms can feel a it "meh" as you say, on lower end builds where White Dwarf especially has a hard time making an attack chain. But in the high end they aren't terrible, and just last week when Statesman was the WST I found a team of 7 requesting a tank. Rather than get my tanks, I grabbed my Peacebringer because I am a cocky *******. Recluse didn't kill me once, and we didn't have an empath. Granted with incarnates its tough to call any non incarnate content difficult, but there were many on the team who were SURE that Dwarves couldn't possibly tank LR. Well I did.
Nova form with perma Light Form builds is pretty sicknasty too, it is FAR too tough thanks to the improved Light Form and it doesn't really need any more powers to be able to do its job. I'd personally like one more attack for both Novas and both Dwarves if only for variety's sake. Triple proc'd Nova Bolt and double proc'd Ragnarok Nova Blast do make an excellent 1-2-1-2 attack chain but it's arguably pretty damn boring, and Dwarf's attack chain is equally boring.

How to suck at CoX
Literally the Best Build Ever: Years in the Making
In the end I used the ability to have three builds to make an all human, a dwarf and a nova build.
I find that for teams that have a suitable 'tank' I use the human build and if I'm solo or on a team with no 'tank' I switch to the dwarf build. So far I really haven't found much use for the nova build.
I dwarf tanked the ITF for a team last night and it worked out pretty smoothly. My build uses IOs to get as much additional hit points, regen and recharge as I can and it seems to work out pretty well. I find that because the build only has two forms I can slot it much better than if I had tried for full triform. I still feel the forms could be a bit more interesting, their attack chains are rather dull.
I also think that the Kheld inherent is a bit half-baked and could use some serious work.

Not in any words worth repeating. There was "a look" but it's hard to characterize those through plain text, so I won't even try.
The reason most don't like the shape-shifting transform time is because they lose seconds of effectiveness of Build Up, Hasten and inspirations by the time wasted during the animation. So, extend the duration of Build-up and other time-dependent powers by the time it takes to transform.
Ideally, the tank will die precisely as everyone else starts fighting, allowing aggro to be spread evenly among the blaster. -seebs, "How to Suck at CoH/CoV" Guide
I have always thought that we should be able to use powers like pulsar, inner light and hasten while shifted.
I don't see any reason why they are human form only. We can use things like secondary mutation while shifted so I don't think that it can be the mechanics behind the form shift that locks them out.

I always wondered why Keldians couldn't use some of the Auxiliary powers while in forms... It just would make since (to me) to be able to use Hasten or even some other powers that are available... Would they really Break the system?

Personally I think anything that isn't a either a direct damage attack, a heal or a shield should be available for use in forms. I honestly can't see that it's overpowered.

I will always support these kinds of good suggestions.
The development team and this community deserved better than this from NC Soft. Best wishes on your search.
I don't think adding mildly annoying restrictions is a good way to make the forms unique.
I think the fact that dwarf form is tough and is a melee only form and nova is fragile and ranged only is unique enough tbh.
I would rather not be able to use any human powers in form mode because I enjoy the playstyle that tri-form brings, but I would love insta-shapeshifting.
British by act of union, English by grace of God, Northern by pure good fortune!
I was trying to think of ways to make the forms more appealing to my peacebringer. I was thinking how about giving them their own inherent.
For the Nova form I was thinking of something along the lines of scourge might make me interested.
For the Dwarf I was liking the idea of fury.
I know they currently get access to cosmic balance but I'm not really that convinced its that great. Its a bit random imo.
