That sounds a lot like the text that an exploration badge might have - or possibly the pop-up intro text to a mission 
It's possible that whoever was putting together the German version of Ms. Liberty's arc wasn't a German speaker, and was word searching for the correct text to use from a collection of translations that have already been made for future content, and took another one by mistake because it used the same few of words - like "spirit", "ritual" or "romantic", for example - and then a bug dropped it into the English version of the arc.

I'm just mad that they didn't let me deliver the valentine to Lusca, even though my hero can get to Independence Port just fine.

the valentine tips are still sending characters to places they can not go, instead of to the train like we were told it would.

I found the only ones I had to board the train for were NPC's that don't have a permanent place in the world. i.e. Desdemona and Dr. Eon.

Started to play the game again over the weekend after a bit of a break.
I received 9 tips on my villain, 4 of them were for the hero side, 1 was in a Resistance only area and 2 told me to deliver to pocket D.
Got a nit to pick.
Was going to run Liberty's hero arc, and while reading through the intro for the first mission, Recluse's first name is spelled "Stephan". Isn't it spelled "Stefan"? That bugged me a little.

As for the other challenge, it a old story I believe there are several Hero thiefs from Crey in the Hero Arcs that people have complained about. Crey is a Evil Corp Front, it is ok.

I still want to know when will the rewards from these events become global because it is tiring when trying to unlock some of these rewards on servers with smaller populations and not being able to do so because either no one is interested or I can't find anyone around the time I play. I have characters that I couldn't get the rewards from events prior because of the same thing. Just make the rewards global already.
Let's sum up, shall we?
- Still need to do both cross-faction arcs to get badge OR intro to DJ Zero.
- Still getting Valentine delivery missions to zones you can't enter.
- Widow Maker arc still bugged with lvl 40 opponents for level 30 charcters.
- the Abandon mission feature not WAI.
Have I mentioned how much fun this "Spring Fling" isn't?

When i played the Red Widow Arch and got back to talk to Jessica Megan Duncan for the last mission and the one before, both times there was a sentence on top of her text which didn´t make any sense in context with the story arch.
btw. it only appeared in the german localisation, not in the english.
in german:
waere dieser stimmungsvolle Ausblick auf den Weltraum fast schon romantisch.
If you weren´t busy, locking up an evil spirit with help of a ritual into a crystal ,
these impressive views of the universe would be almost romantic.
An unintended hint on the Moon Base/Space Station?
Or do you remember something like this from another arch?
