The Presence Pool.
I agree that the presence pool by itself is not worth it but for toons with other fear powers it can be great.
For my concept Fear-brute I love the pool. Brute, dark/dark with all fear powers. Jump into big mob press the area presence fear and minions and luits are feared right away and the bosses get the picture 1 sec later (assuming that you put some good tohit in cloak of fear). With this toon I can even fear AV's for a good time as long as my haste is up. AP |

I sympathize with those folks trying to make stuff better, but if you look at some of the other in-game powers, it's kinda hard to buff the Presence Pool without making it better than somebody's primary or secondary.
Take a look at some of the stats on Cloak of Fear, here for scrappers:
Level: 28
Mag: 2, 7.45 seconds
Accuracy: 0.67
Endurance: 2.6
Radius: 8 feet
# Targets: 10 max
It's going to be hard to make a power "slightly less good" than that and still have it viable at all. Just the fact that Tier 3 pool powers can be taken at level 20 instead of 28 is a big advantage imo, and then which stats do you make worse to balance this out? It's a pretty hard call imo.
I'm not saying "don't try" but I'd like to see how to make a power "slightly less" good than that. What would you actually change?
Edit: the above stats were copied from Red Tomax. In game, CoF is listed at 0.52 End/s. Just thought I'd clear that up.

There's a bit of a difference in Power Balancing between a Toggle and a Click ...
I'd love to see the whole pool redone. I've tried to take it on a few different concept toons and it's just too weak/under-performing to keep it. =/

What the Presence pool could use is an aggro drop power.
I'd put Placate in the Concealment Pool, not Presence.
As for a 5th power: I'd add a passive power which, when you do damage to Minions or Lieutenants, gives a very small chance they will outright surrender (counts as an auto-defeat).
This ability could also be added as an Interface Incarnate power, and when the two are combined, there is a chance it will work on Bosses.
I have made Presence Pool work on only one toon: a fairly exotic Dark/Dark scrapper built around fear - Touch, Cloak, Intimidate and Invoke Panic. And it is a load of fun seeing basically *everything* nearby cowering as you drub them into the ground. But that fun probably comes at the expense of overall efficiency. But for me, fun > efficiency most of the time.
