I thought he was the Minister of Information, the first contact for the Loyalist Power arc.

More likely he someone who runs an organization dedicated to destroying any resistance in Praetorea, while in reality he is helping families escape and reigning in the worst elements of the Powers division and police from behind the scenes.

Why do you think they allow the 1st Ward to survive, instead of just wiping them out once and for all? Or conversely taking it back over (if most of the surface of the world is unliveable then one would expect real estate values to be quite high).

Praetoria's not a mirror. Phipps is probably exactly the same, or worse, in Praetoria.

Actually, a truly opposite Westin would probably be a Responsibilities loyalist. He genuinely believes he's doing good, but in the end he's ultimately causing some of the worst things to happen in Praetoria.

I'm not sure how that's opposite - Primal Weston isn't trying to be evil and ending up doing good. - Some of his plots are foiled, but I don't recall them backfiring into wonderful wellsprings of hope and joy.

And whatever you might say about Responsibility Loyalists, you can't say that they're the ones directly responsible for the worst things to happen - that's like saying that in a corrupt police force the one cop who isn't corrupt is MORE responsible for anything bad done than everyone else (it being presumably impossible for him to stop any nastiness, or him being ignorant).

I gotta go with the guys saying "Look at Durray, not everyone is the oppisete"

Just look at Master Midnight, I could easily see his Primal Counterpart going the same way if the Primal world started to go to hell like it did in the First Ward. He's just as (seemingly) inept in both worlds.
