You're missing out on a big, amazing staple of /time corruptors. Take Power Build Up from Primal Forces Mastery, and use it before using Farsight - it just about doubles the defense you get - AFTER enhancements. With Farsight enhanced for defense, you can get a good 22%~ def to all and tohit from PBU-> farsight alone, easy, and with very little recharge PBU will always be up in time for farsight, and farsight will be up permanently. If you get Radial Clarion, you'll hit +34-35%~ def to all and tohit, and if you throw a few enyzme hammi-Os into Power Buildup, you'll possibly hit even higher. When you consider that you're doing this to your entire team every time you rebuff, on top of a permanently-up Chrono Shift, a time becomes an amazing team buffer.

Anyone knows if this works with the Mind Control version of lift?

Quote:I'm not sure how that's opposite - Primal Weston isn't trying to be evil and ending up doing good. - Some of his plots are foiled, but I don't recall them backfiring into wonderful wellsprings of hope and joy.Actually, a truly opposite Westin would probably be a Responsibilities loyalist. He genuinely believes he's doing good, but in the end he's ultimately causing some of the worst things to happen in Praetoria.
And whatever you might say about Responsibility Loyalists, you can't say that they're the ones directly responsible for the worst things to happen - that's like saying that in a corrupt police force the one cop who isn't corrupt is MORE responsible for anything bad done than everyone else (it being presumably impossible for him to stop any nastiness, or him being ignorant). -
Quote:To be fair, if the heroes never showed up, First Ward shows just how precarious the situation in Praetoria is, and it's likely **** would have hit the fan and doomed everyone if the heroes hadn't shown up. So they did do something - and this is still low-mid level content. Plus, all the outcasts in first ward are (relatively) safe now, the apparitions presumably went away, and DUST is almost completely wiped out in that area. First ward is probably a bit better off than it was before the apparition apocalypse started!Errrrr, I'd actually call Praetoria, "you can't save ANYONE, EVER."
And I'd argue NOTHING we do makes the place better.
Still ran by a tyrant. Check.
Still on the edge of being eaten by Devouring Earth. Check.
Still a held hostage populace by enriche, super powered mobs, etc. Check.
Yeah we do a bang up job making that place better.
EDIT: As to the OP I've always said that the choice in GR isn't really one, as nothing you do there makes a difference later on whether you CHOOSE become a hero or a villain. In the end we are all being led down the path of the Incarnate Trials, which focuses on beating Tyrant and his cronies. Though I understand why they did it that way. -
Several months later...
We're sorry, but we are unable to accept your order at this time. Please try again later or tomorrow. If you continue to have problems, you may wish to visit one of our retail partners.
Sigh =/
They really do not want to take my money.
I haven't bought anything since that issue way back when. -
It's implied it's regular business for Wardog, and crusaders in general if there's information they desire. (Or possibly if they're feeling particularly cruel)
-
Quote:Too bad there isn't any badges for all the places Resistance members torture and murder anyone who has information they desire, too.Don't forget the Underground exploration badge called Secret Prisoner:
"You have found one of the most forbidden of places in Paretoria: the secret interrogation chamber beneath the PPD Precinct where the officers take the most recalcitrant prisoners for enhanced interrogations."
EDIT: And a few more exploration badges:
Seer:
"Blind yet seeing and casting judgment yet mindless of the crime; the Seer is the instrument of control and the constant threat of the Emperor's displeasure."
Condemning:
"It is no small thing to make the long perilous journey to the levels beneath the Behavioral Adjustment Facility. The route is filled with hostile PPD trained to shoot first and never ask questions. You have entered a realm that is the last many will see: Do you seek to free the condemned from their fate, or facilitate their demise?"
Silent Witness:
"You have seen much injustice and brutality in your journeys through Praetoria, and here beneath Precinct 4 in Imperial City you are witness to a chamber dedicated to both. Will you remain silent forever?"
Nailbiter:
"This PPD interrogation and holding area is littered with the signs of harsh treatment. Dried bodily fluids, ripped off fingernails, and a few human teeth mark this area as a place you don't want to wind up in."
Mercy Missionary:
"You have visited the Behavioral Adjustment Facility to extend a helping hand to the lost souls housed within. It took great courage to enter this forbidden area, braving the sonic fence and the hordes of belligerent guards on your mission of mercy."
Broken Mind:
"Deep beneath the Mother of Mercy Hospital, the moans of misbegotten Seers echo through these forgotten corridors. Their sorrow seeps into the minds of those who hear them, disrupting thought and disturbing the emotions. Tarry too long and your mind shall be broken as theirs." -
Why wouldn't Hamidon be a threat any more? It really is just wishful thinking that you hope he's just propaganda, especially when he already wiped out most of civilisation, and you're just going to gamble with your entire species as a result. You DO find proof in the Crusader arcs that he still exists and is still waiting just outside, personally.
-
Quote:Well.. you replied with that statement to a comment about whether or not the PPD goes for random brutality on ordinary loyal citizens. Presumably the death penalty can be handed out much much more liberally in Praetoria, but I doubt it's handed out for misdemeanors or at random. Not the point. It's there, in the the game. If you want to, you can find it, but it takes effort...or getting lost.
Edit: And there is a badge attached to the location: "Disappeared."
Uber - that's my thinking too.. I sort of wobbled between Warden and Responsibility. Warden has a lot of good goals but it also really irritates me how there's all of one contact that's willing to say 'enough is enough' to the crusaders and stop some of their mass murdering.. because it would be bad PR.
Wardens were the only one who might be able to get enough influence and pressure to change things with a much less bloody revolution, though. -

Quote:Vigilantes are driven by a zealous desire for justice - they have hit a point where they care far more about punishing the criminal than rescuing the person from the criminal.A great heaping pile of my villain characters are definitely more Roguish than Villainous... compared to that, I don't have many Heroes that are... angry enough(?) to turn Vigilante.
I do have several Heroes that are willing to play both sides, I suppose, but more for profit than... I dunno exactly what is supposed to drive the Vigilante faction.
A lot of the choices are
1. Hero : Foil the Villain's plans completely - but let him get away
or
2: Vigilante: Allow Villain's plans to succeed or to partially succeed, causing either a good person/another hero to die, or a lot of innocents to be hurt, but hunt down and kill the villain himself or the real mastermind behind the villain's plots so it can never happen again.
A good example is *SPOILERYtastic*
this is pretty tempting for those who have done the horrifically evil Westin Phipp arcs in Grandville
Hero: To save Miss Francine from the Arachnos torture chambers
OR
Vigilante: Beat Westin Phipps into a bloody pulp -
Part of the problem is Cole is immortal.. sometimes bad governments can become much better simply through the fact that leaders can change naturally (Look at how much Britain has changed from 1000 years ago, and it never had an actual regime change or revolution). Mother Mayhem is effectively immortal, as well (body-hopping).

In my fight with her, all the decoys did zero damage - not even heal-afterwards illusionary damage.. so they were like a lesser, crappy version of Phantom Army. It's possible that some could hurt you a little though, but they didn't when I was looking.

Dark Astoria or Steel Canyon for blueside..
Villainside is a bit hard. Villainside has a lot of oddities. Mercy Island, for example, I thought had some of the most fun building ideas going in the game - I loved all the mushed together slummy buildings all crisscrossing haphazardly, making something of a maze. It had a LOT more personality than the generic identical rectangles lined up in perfect lines of Paragon.
On the other hand, the actual implementation of content and the tediously long walks required there pretty much killed the zone, which was fairly bummer for me.
Though, since a GR revamp would be as much a graphical as well of a content one, I'd probably say st. martial. Nerva is too.. empty to benefit much, Cap Au Diable is probably the best made redside non-Grandville zone, Port Oakes is too bland conceptually to benefit much - St. Martial has a cool theme with a poor implementation, Oakes is.. a dirty, grungy port with an unimportant urban area. -
For shame - I only just discovered the Strong and Pretty.
-
Eesh, complaining about drive-by buffing/healing is really obnoxious - someone does a random act of kindness and everyone immediately latches onto to some incredibly minor detail to ***** about. Admittedly the fool thing can be very slightly annoying in very certain circumstances, but what can you do? There's a million possible bad things that could happen, you just learn to deal with them.
-
If you use an ordinary, non-elemental or laser or alien or whatever shield, there's a setting beneath it with options like "per bend" and "per bend sinister" and "per fess" and "per cross" which, googling, I found out is how multiple emblems on a coat of arms or shield is divided - now, adding these settings, at the moment, does absolutely nothing. Is there a trick to using them to make your shield look more.. shieldy, or are they just broken?
-
This is totally irrelevant - but.. what is your picture from, AegisWolf? It's hypnotic.

Does ANYONE know what to do with "the We're sorry, but we are unable to accept your order at this time. Please try again later or tomorrow. thing when trying to buy something on the NCsoft store? Looking it up on the internet, it's been going on for /years/ and yet I haven't seen a single person say they managed to get it work even after weeks of trying, usually it's 'I'm quitting COH/Aion/Guild Wars/Whatever' or 'I bought it retail after weeks of failure'. I've been trying to buy the martial arts pack, and it's exasperating that it's not working, considering I JUST preordered Going Rogue like two hours ago and it had no problem at all!. Do they not want to take my money, or something?

There's two types of lag here, and we might want to split it into two threads to not confuse people - There's the 'input lag' which is when you tap 'w' for a split second but the game reads it as holding W down for 5+ seconds - which is usually happening while you still have perfect latency, no lag, high fps, etc., and there's plain ol' rubberbanding, which is probably internet related.
The keyboard issue seems to be due to CoX somehow being incompatible with certain services relating to keyboard, while rubberbanding could be anything. -
I found an odd solution, turning off the service 'ATK Keyboard Service' after clues in other threads that 'keyboard related services' are causing the problem.
-
Has any new solutions been discovereD? Perhaps it's all related to hotkey programs yet I cannot (find) any 'apoint' or 'intellitype' startup processes or services. And yes, I have a Nvidia card, not an ATI one.
Edit : Found one! I turned off 'ATK Keyboard Services', rebooted, and tada! no more lag. -
I just resubscribed to City of Heroes after I17, and I'm having an unusual problem that's making my game unplayable - There seems to be irregular, but serious, input lag for the keyboard, for both moving and typing in game. Sometimes, for a few seconds, it's normal, but always a few seconds after it starts lagging again. With this, I end up having to wait for my messages to finish typing, and I end up running into walls and off buildings unable to stop.
The FPS is high, and in fact the game is smooth and the graphics unbuggy, so I do not get this. I uninstalled my old drivers and installed some brand new ones, no change. I even tried to turn 'Maximum pre-rendered frames' to 0 in the Nvidia control panel like someone recommended, but still no change.
I saw the fix for the ATI problem but I have no idea what to do, as I have a nvidia Geforce 9800. This makes my game totally unplayable so I hope this can be fixed.
Posted a ticket onto this but posting it here as well because my experience with email-based tech support in MMOs in general is that they tend to take weeks before replying, and that would pretty much make me re-quit and have my subscription be wasted money.
