Best solo lvling?
Assuming you mean archetype, Brutes have an advantage (Fury) before you can do much with enhancements, so that's good.

Brutes, followed closely by Scrappers. Brutes have an easier time in low levels for normal play due to fury, but scrappers catch up at SOs. Soldiers of Arachnos, Tankers and Stalkers also solo well, coming in slightly behind Brutes and Scrappers.
Honestly though, any archetype can solo quickly in todays game if you build for it and choose a solo friendly powerset.It's just easier on the ATs listed because you can build a strong combo of offense and defense with status protection early.

Really the only way you'd have any issue in the low levels is if you tried to solo with a build entirely devoted to ally-support powers, and neglected any attacks/self buffs/enemy debuffs/controls... which is fairly hard to do (you'd have to invest heavily in crappy pool powers, and even that would only get you so far before you were forced to take decent stuff).

I'm just getting back into the game and i haven't played in ages. I remember the low levels sucking to lvl up at when i last played. What's the fastest class to lvl at the low lvls solo?

If you are just a dedicated solo'ist then Claws paired with just bout anything is nice. You get your bread and butter AOE at level 6 in Spin. It's almost criminal how much fun that is on a brute as you have fury to fuel the damage even at low levels. There is something addictive about dropping most of a spawn in one shot at level 6.
If your more worried about being able to stand up to a wide array of content solo and on a budget then anything /WP is a nice choice as /WP is great out of the box and very viable on SO's.
Putting that together Claws/WP is a great choice but it truly is mix and match with brutes, they all solo like a beast at the low levels and most combos don't ever really slow down. Some peak higher than others but not a one is a dog.

I'd suggest a Brute. For that, /Willpower would be my choice. It does a nice job of layering together different types of protection (defense, healing, etc) to create a nearly seamless leveling experience. As for primaries... Katana could be good (Divine Avalanche grants additional defense), though I don't know how it performs on a Brute. Claws is also very good. Any primary should be fine though because /WP doesn't really have negative synergy with anything. While not the toughest, it can be built to do some undeniably tough things.
Masterminds can also be quick to level, but have a steeper learning curve (in many cases) as they are functionally very different than any other AT. However, if you can adapt well to the micromanaging, a MM could be very effective. /Dark Miasma or /Traps would probably be my choice here, as they're both strong debuffers (which makes soloing much easier). As far as primaries go... well, I'm less familiar with MMs, but both Thugs and Robotics are good. Bots/Traps is notorious for being a powerful combo.

The one thing I'd mention is that while one could make a good argument for Shield being the best late game set, it's not much fun early on. No heal, poor end management, unreliable defense, etc., makes for slow leveling.
On the other hand, it's godly at higher levels.
I like /Regen best at early levels, followed by /WP and /Fire. Regen has an early heal, VERY early end help, and is pretty good in most situations, save for heavy alpha strikes, but you shouldn't run into those until later on unless your difficulty is higher than it should be.
Also echoing brutes at low levels. I love scrappers, but fury makes for non-stop smash even at low levels.

Lemme say it differently. I've played CoX for like weeks at a time over the last like 3 years and no matter what AT i've made I can't stay interested long enough leveling it. What AT powerset combo would cure this??

I'd vote for a brute/scrapper, claws or elec primary and either elec or willpower secondary or perhaps a fire/time corr.

Well, for a brute, I'd recommend StJ/WP or StJ/Regen...
For me though, I think I am going StJ/Elec brute. Should beat the crap out of the incarnate content...
I could see running a StJ/ with an high recharge /Elec or /Regen build or perhaps even with /Shield
