Hover-friendly sets?

I have a concept character that I would like to be a scrapper, but I can't find a list of sets/powers that can't be activated while flying/hovering (like, Foot Stomp couldn't be activated while flying for example on a tanker). I'd appreciate some help in narrowing down the choices that would work well for the hoverscrapper concept.

I think DM would be fine while flying, as I'm pretty sure Dark Consumption and Soul Drain will still hit while off the ground.

Well, we can figure it out working backwards....

Katana is also safe with hover.

I have a Dark Melee/Regen hoverscrapper and a Dual Blades/Invul hovertanker. Neither run into problems with powers that can't be used while hovering.

I'm pretty sure there are NO Scrapper ATTACK powers that require you to be on the ground to activate. The only other powers I know of besides Footstomp are stuff like Fault from Stone Melee and some powers from Earth and Plant control, none of which are Scrapper powers.

That said, Grounded from Electric Armor only provides its benefits when 'near' the ground, which means it still works while hovering, but only if you're literally as low as you can get.

Fiery Aura's Burn requires you to be on the ground. I believe Lighting Rod requires you to be on the ground as well (the target, hilariously enough, can be floating in the air!). Shield Charge might also require you to be on the ground, depending on how close of a clone of LR it is (same for Spring Attack).

And even those two, as long as you're hovering fairly close to the ground, you still get some benefit. Don't you?

I'll verify this when I get home, but I don't think you need to be on the ground for any of the teleport attacks...of course I never took fly/hover in a build, but I have all 3 teleport attacks to play with. I know I can target straight up/through walls and it works.

I would appreciate the teleport attack test! I'm sure you can just use a rocket pack and give it a shot with no trouble.

Lightning Rod requires the player to be grounded but Shield Charge can be launched while airborne.

If you really want to hover out of range, then I'd recommend Regen, SR, or Energy for the secondary. All of the others either benefit from being on/near the ground or have powers that work best in a crowd. Since few enemies fly, you won't get the most out of those other secondaries. For primary, I would recommend Kinetic, Claws, or Spines. All three have a medium-range cone and a ranged attack to rely on while hovering.

Electric Armor is bad for Hovering, you get your KB protection from Grounded.
