When I did the math on paper a SR tank can be at 39% Defense to all positions with just level 50 IO's and no power pools. So getting to 45% is going to be a breeze on these.
My only problem with SR on a tank is the fact that no matter how much defense you have there is no resistance to back it up. So there is always a 1 in 20 shot of something getting through. It's a cool concept and I might try one my self, but from my experience on an SR/Elec brute I deleted at 44 I have a feeling I'll end up just as disappointing in the long run.
One thing about tanker SR that you don't get as much on scrapper/brute, is that while you still don't have much in the way of resistances you *do* get a much larger HP pool to absorb the hits that get through. Leaving aside incarnate stuff, that ought to help mitigate the 'sudden death' syndrome. While that's certainly not something unique to SR, what is nice is that the higher HP should make it harder for the scaling resistances to be leapfrogged by a single huge hit. It'll still have trouble with really hard hitting AVs, though.
On the other hand, it'll be the easiest set in the entire game to hit the incarnate softcap on, so it's got that going for it.

Also - Martial Arts: Storm kick had its damage reduced, but added an all positions/types defense buff. It is now, for Tankers only, Parry Plus.
How's softcapping on DOs sound?

(18.53 + 7.5 + 2.5 5) * (1 + (0.1*3)) = 43.589
To me, it seems like SR Tanks will be the "Golden Fox" of primaries. Starts out very strong, but hits a plateau early. Also, if "Real Numbers" is to be trusted, SR's passive resists have the same value as Brutes/Scrappers.

I don't need the numbers. My MA/SR scrapper has a bargain IO build and is awesome on survival. I am awaiting SR for tanks with bated breath. (Mainly because I've taken every tank primary to 50 and have been dying for a new one.)
On a related note, my shield tank is at around 50% melee, 49% range and 46% AoE. SR is going to rule.

Toggles + Passive + Weave should be enough to hit soft cap I'd of thought. Not that I would take weave. If one may as well slot to skip it then its a free spot for something else. I wouldnt add Combat Jump neither. Trying to think here what I'd do:
I'd want to compensate for -def slightly, boost my accuracy, boost my end rec, boost my rechg for more flex over time. Cardiac.
Maybe best pair with DM, SS or even Ice Melee. -Dam from patron.
If with Aid self plenty of interrupt reduction, maybe +heal although +hp would be better...or say screw it I have enough SRs!

It gives +10% defense to all positionals, though it's not enhanceable and it doesn't stack with itself. Basically, a perma +10% positional defense buff in combat from the moment you get it(level 2). Amazing.

We should poke the devs to make it types as well, so that other thematic pairings, like, say... WP/MA get a benefit from it, too.

Playing with MA: Storm Kick on beta I've noticed the +def timing doesn't seem to be getting refreshed every time you land a successful hit. Even in the midst of numerous successful Storm Kick attacks the defense will drop briefly until the next successful hit.

Remember when the devs tried to make CM and similar powers not self stack? They ended up reverting that because reapplying CM could cause squishies to toggle drop. Same thing.

Just played around with a SR/MA tank on beta, and though I don't know how it'll be at high levels, having 28% melee defense at level 3 is pretty awesome.

My above calculations are with DOs. With SOs, all you'd need is toggles, passives, CJ, and Steadfast.

I reported it as a bug, and I sincerely hope it isn't WAI. That would really suck for typed defense primaries.
