Huh. You're killing me here. I had no idea so many of these were in-game characters. I had concluded, comparing them to statues around town, that, other than Statesman and Sister Psyche, the rest of the heroes on that screen were now-deceased members of the Alpha Gambit. I thought the loading screen was a memorial to the First Rikti War.
I don't think Statesman has a derp face - the angle is just weird, and the nose piece of his helmet makes his right eye look like it's a lot closer to the nose than it actually is without the helmet.
Take a look at the above linked vid from 2:42 onwards...
The buildings look similar to the gfx used in Praetoria, City Hall is 2 stories...
I wonder if the Atlas Statue has a hollow globe again?
If so CoH:Freedom has gone retro... (Promo CGI now ingame art!)
I think it would be pretty cool if a bunch of players recreated the costumes on the splash screen as accurately as possible (With signatures omitted) to appear in game for the fun of it, perhaps even give them some characterisation!

I imagine we are getting a new loading screen with I21. This would be very welcome for me. To make the login/character creation menu even better - they need to add a credits page accompanied by all kinds of concept artwork and an epic song.

I'm sure Ace McKnight's in there but he always struck me as a poor man's Nick Fury - in your pic I think you are indicating he's "Dreamcast Man" (who I've never heard of)
