Doctor Who as CoH character?
If he was a Mercenaries AT this could represent UNIT when they helped him more directly, though the Doctor has rarely sent others out to do his dieing for him.
You could wait for Time Manipulation and have him as a Time/Rad. saying the TARDIS lets him tap into its time travely powers to use, and there was the Martha Jones episode in the hospital on the moon where he can shake of Radiaiton he has absorbed.
This gives you access to a self rez in Soul Transfer in the epics, where a big, stunning self rez kinda fits concept.
But since we're talking about a guy who generally refused to be too agressive, maybe Mercs/Time would cut it, and RP in a bit of "these army dudes keep following me to help out, silly UNIT always attacking things"
A Sonic/Sonic Defender surely? With high emphasises on the Primary.
I was just about to suggest using mercs to represent UNIT & waiting for Issue 21 for Time Manipulation as a secondary.
Considering how many Robots he has worked on, K-9, Kamelion, & GADGET (Water of Mars), Robots would also be a good choice.
To get around use the Ouroboros Portal or the Mission Transporter power (to simulate a transmat beam teleporting you to your destination).
Use your other costume slots to make yourself look radically different to simulate regeneration.
It’s a shame that we don’t have enough customization on SG bases to make it resemble the inside of a TARDIS.

I'd make him a Traps/Son Defender, take all of Traps and only the T1 + mezzes of /Son, then all of Leadership, Medicine and Teleport. Power Mastery for Conserve Power, Power Build Up and Force of Nature (To, of course, be the main stand in for his sheer tenacity and presence in a fight. The Doctor is a force of nature). If there's room, either Presence or Concealment pool too.

I went the more psychic route with my Timelord homage He's a PB/MM blaster. Costume is heavily influenced by the Steampunk pack, assorted Vet rewards help flesh out the transmat, Regen, robotic companions. Various temp powers will further flesh out his toys.
I plan on making his base his TARDIS but I'm concerned my design skills won't do it justice.
Waiting now on the new time power set to decide if I want to remake him.

Honestly, Dr. Who is not really a fighting character. He manipulates situations so he doesn't actually have to fight. I can't really see him as a CoH character.

I'd say a Mind Control/Kinetics Controller. How often does the doctor talk someone into doing something against their desires, but only for a short time. And we know he is psychic.
And Kinetics is pretty similar to time manipulation, but more importantly, kinetics represents using your opponents' power against themselves which is the Doctor's number two tactic.
And as for regeneration, every CoH character comes back from the dead all of the time. It might as well be the second most common superpower.
He'd be an annoying crazy hair'ed ally who keeps completing the missions before you have a chance to do them.
Of course, you know the first thing he'd do is destroy the Pillar of Ice and Flame. Unauthorised time travel and all that.
I'm waiting for Issue 21 before I make mine. Time Manipulation/Sonic Defender.

About the only instance I can think of where I've seen Time Lords in combat was Invasion of Time, and they were getting slaughtered by Sontarans.

How quickly we forget the Third Doctor's mastery of Venusian aikido (as ably performed by Jon Pertwee's really obvious stunt double). Maybe the Doctor could be a MA/Regen scrapper?

Hide is really his ability to blend in and make people think he belongs there. SR because he's shown that when things go bad, he knows how to duck and when to run.
MA due to the third Doctor's use of martial arts.
Get a couple of MA attacks and his AS (Doctor #3 DID disable a few people with one shot, after all). Take various pool powers, including all the Leadership and Medicine pools as soon as you can, but don't forget to take Placate at 12.
For his regenerations, use the "Return to Battle" Vet power. He's surely been around long enough to have earned it by now.

What would the Doctor be if he was a CoH toon?
Here's what I think:
In the surface, he has no real superpowers to speak of. He can't fly or shoot energy blasts from his eyes, barring outlying temp-power usages like his Hover in the Last of the Time Lords finale.
He does of course regenerate. It's even called regeneration in the series. However, this isn't like our Regen - he's not wolverine. The Doctor's Regeneration is really limited to a single self-rez. So Fire Mastery, then, I guess (that sets self-rez looks quite flashy too, which fits).
What else can he do?
He's got his sonic screwdriver, and frequently makes gadgets, so Devices may be a possible. Usually the Dictor's home-made doodads are for detecting stuff rather than blowing things up, though.
I'd give him Martial Arts. The Third Doctor uses Venusian Kung-Fu and also refers to being a master of Venusian Aikido.
And he's more often than not accompanied, so his AT could be Mastermind. Trouble is, which MM? Nothing really screams 'the Doctor's companions' at me when I see the options. Thugs or mercs, I guess. He could choose a Cimeroran as an Incarnate ability Lore pet if one is available, at least, which would cover Rory. Martha could be represented by a KoA, and Mickey was seen tooled up often when we saw him later on.
Any thoughts?
