My money's on November, since that tends to be a popular month for Issue releases, unless there's some other new MMO coming out sooner, in which case the i21 release will probably conveniently coincide with such.
I swear, I saw September mentioned at some point, but since I can't find that now, I'll just blame my exceptionally poor memory for that date. Honestly, with what they want to do for I21, I wouldn't be surprised if it's not going to be out until November or December.

i would assume around october +/- 1 month
when i20.5 came to live servers, i21 just started first wave closed beta with an 1800 MB patch
based on the size of i21 and that its been in first wave closed beta approx 2 weeks my guess would be november if everything is on schedule
its possible it could be early december or even next year if there are major bugs found
Rarely will you hear of an exact launch date of something like a new issue more than a week or so before it actually happens. It certainly won't happen during closed beta because its still being developed and tested. All it takes is one game breaking bug to be found that is extremely hard to fix to push a date off the target. Then they have to deal with the fallout of people whining about 'but you said Septober 32nd and that was yesterday and its not out yet!?!?! OMG DOOOOM!!!1!!!!'.
Much easier to not announce a date until they know for sure. Even when they do announce it, its always with an asterisk and a disclaimer saying that can change at any moment up until the moment its is actually out (and even a bit afterwards) for any reason we see fit with or without explanation or warning.
As others have said, they have only publicly said that they are hoping for sometime this year. That means between now and whenever the end of the time period they define as a year is, which they didn't necessarily state which calendar they were following, if this year refers to a calendar year or within a year from the time of saying it, or that they were talking about earth years (Neptune has a LONG orbit).
Well it went into closed beta about 2 weeks ago. So.... Generally a closed beta runs 4 - 8 weeks with open beta being 2 - 4 weeks. Generally.
A dev mentioned before October in reference to something that is known to be in I21. So ... Really optimistic would be mid August. Not so likely so generally optimistic early to mid September. If things are tricky and take time to work out ... Late September into October. If things are really complicated and have to go back for redesign 20 times.... after October..... 
Yeah, yeah Zman I know I still include October but until it is in open beta we have no real idea so it makes a good fall back month to estimate if things don't go smoothly. Given that they have been working on this for most of a year I actually think September is good for it after getting chastised by Zman.

I can't remember the last time we got a firm release date farther than about a week in advance; since i21 is apparently still in early closed beta I would be surprised if it launched sooner than September. I'd expect at least another month of closed beta then a fair amount of open beta before they launch.
Still we just got a fair amount of new goodies with issue 20.5; that ought to help tide us over until 21 is ready. The only thing I'd feel relatively confident about saying is that 21 will release before Christmas. Maybe September, maybe October but I doubt it'll take until December.
At this point 21 is still very much hush hush and anyone who knows much can't talk about it. Heck, anything now may be totally different by the time it makes it through open and closed beta to live, that's why they have a closed beta. After all if players find that somehow power "x" is working like [The I Win Button] expect something to change

I20 was released on 5 April, I20.5 on 28 June...
I hope I21 is released between September and October, I really cant wait for Freedom.
The devs said the server merge would be at end of summer and it was released before, so we can only hope they follow the same trend with Freedom.
