Tells From Free Players
If doable, this sounds perfect. Free players could easily receive one-on-one help from Vets without disturbing those around them, and any VIP can choose, at any point, to turn the option off, thus disabling RMTers from tormenting them.

You realize that Premium players can send and recieve tells just like VIP's? Many of them will also be vet players that simply let their accounts lapse. Aren't they entitled to block RMT spam as well?

I'm not sure anything in the above suggestion prevents them from taking advantage of the "filtering". I'm suggesting that the "Free" accounts (Premium and VIP, too, but they're already allowed to send tells) are allowed to send tells to anyone - VIP or Premium, either, sounds good - that's flagged themselves as "helper".
If you feel the suggestion in some way is not suited to Premium players, I'm completely willing to work around whatever /tell limitations they have.
Personally I feel limiting the ftp people out of something as basic as private Tells is a mistake. They are a very basic and fundimental part of every mmo out there, and it seems far too resrictive to cut that part out of their experience. Ideally I am sure NCSoft would love any new ftp person to eventually upgrade to a subscription model and being a part of the ingame community would go a long way towards getting them to want to stick around and be fully part of the game.
I have people I know in WoW who got tired of the game and gave Rift a try, but due primarily to them not being able to find an active community (guild) that fit their needs they eventually drifted back to WoW and the people there they knew. I would personally open up Broadcast, Tells, and the Help channel to everyone. If you want to keep things like the AE, e-mail, Trials,... either as part of an upgrade package or purchaseable that is fine but keep things like friend lists and communication channels open to all.

It is limited for the same reason that Trial accounts are limited, RMT spammers. It seems like a long time ago, but there was a time that you couldn't do anything without getting a dozen tells (or in-game emails) from a RMT spammer before you could block them. Opening up the F2P accounts to sending tells will just cause the spam to hit again. This isn't locked out because they want to be mean or to force F2P players to upgrade. It's done so the paying players are not chased away from the game because of spam.

tells for free members encourages the wrong ppl in the game, limiting them to replying and removing the part where they can start an PM makes it all the better.
I would make it so that you can add a tag like [Reply] to tells you send and messages you send over global channels. When the tag is used it results in the following appearance:
Oedipus Tex: [Click here to reply] Lvl 20 radio team with room for 3, please send tell.
The free player could click the text link and be able to to reply, but would not be able to send tells just using /tell.

I do agree that free players do need a bit more communication support to get involved in the game, but I also agree that it shouldn't allow RMT crap to get through either.
I think the Helpers idea is pretty good and does actually improve the helper's ability to help people long distances. But I also think that FRIENDS are allowed to send tells to each other regardless of account status. This bit is important because you might not want to be in helper status all the time where RMTers might take advantage of you, or you may even develop a friendship with a free player and don't want to have yourself limited just because they can't talk back wherever they are.
You're certainly not going to friend an RMT spammer, so it fixes that issue.

Something to 'flag' yourself has being eligible to receive tells from free players is fine by me.
The "click here to send a tell" option is neat, too.
As for my idea, just something I'd like to throw, is to allow free players to respond to a tell with tells for, say one to five minutes. Basically, when a free players receives a tell, he can reply back for the next few minutes or so.
Click to send tell would be very nice. Sadly alot of new players will be missing out on teams just because they cannot send a tell or broadcast.
Will free players still be able to use the help channel?
Part of this mechanic has already been added to the game. As a person who has already marked several of my characters as "Helpers", with the advent of "Freedom", I plan on (at least) marking all of my 50s as "Helpers", and probably all of my level 30+ characters. Would it be possible to flag "Helpers" as able to receive tells from F2Ps and Premiums? That, to my mind, is why that option was added.
