I definitely can see that war-nugget. Fire blast, fire ball, Rain of Fire; rinse repeat on slowed targets. For that matter, ice blast is very quick, too.

Fire Blast however, go with far fewer attacks, be okay with skipping more of them, and have plenty of room for Power Pool powers/Epic Pool Powers I want to take as well.

Saying Fire Blast is a good combo is stating the obvious. It's a freakishly overpowered set!
That aside, people saying that Time Manipulation is "Godly" with incarnate abilities should stop there. We're trying to focus on the set's ability to stand on it's own two feet.

EDIT: Hmmm... I forgot about Lockdown. I'll have three single target holds plus Distortion Field. I could stick a Lockdown set in all of them for 15% Ranged Defense and 10% AoE Defense. Slot two Thunderstrikes in my single target attacks and a Blood Mandate in VS for another 11.25% Ranged Def and 3.75% AoE Def. Add the 19.5% defense from Farsight (Membrane Slotting FTW), 2.5% from CJ and 3% from the Steadfast IO.
Add it all together and I'm sitting as 5.12%/38.75%/25% Ranged/AoE/Melee. Ok, there's probably room for improvement but I think positional Defense is the way to go.
EDIT2: Need moar slots! This is looking like a seriously slot heavy build. I normally have a few "one slot wonder" powers I can starve to feed important powers but it seems like everything needs lots of slots and those 6-slotted powers really eat them up.
I can definitely see that. I've been mocking up a Time/Elec/Elec Defender and I think I'm going to have to switch to Time/Elec/Mu to get all of the powers I want (which upsets me because then the colors won't match and Shocking Bolt is, for some reason, a LOT better than Electric Shackles).

Sorry, but I have already done my testing of the set and have moved on to how my live characters will flesh out. This set has replaced Radiation as my favorite SOLO defender powerset, but your welcome to discuss "low-level" balance concerns if you desire.

Though, what you suggest is nice, I know I wouldn't care for having two clicks one would want to keep on auto.

Well it's really not much different than Radiation users who stack hasten and accelerate metabolism. Yea managing two clickies is annoying but many have been managing that (and more) since the game's initial release

There's no reason to see how a set performs with the five Incarnate slots filled. Those slots fix any and all problems with any set and make the game, honestly, extremely vanilla. But I feel the Incarnate Powers were a horrible thing to introduce to a game. Should be only usable in Trials Only. Or, at least everything not the Alpha Slot.
But, that's just my opinion! Oh well.
It's probably a good Solo Set, this I don't doubt? But I don't like it as a /Team Set/. Why? Because it has Trick Archery Syndrome there. That being, it takes multiple powers to duplicate (weaker) effects of other sets. At least on the Mastermind AT. I'd need to triple check my Defender Numbers.
That being? Sleet, Freezing Rain, and Tar Patch do what both Delayed Response and Distortion Field (or whatever it's called, I keep forgetting the names, but I know what the powers are) accomplish, but with only a single power. Granted Distortion Field has the Hold, but it's comparable (Weaker) to Sleet and Freezing Rain's chain-knockdown.
That all said? Time isn't a bad set. Not in the least. I think it definitely has strong solo merit. Is it better than Radiation solo on a Defender? Sure. Radiation offers no true CC. Is it better than... Cold Domination? This I kind of doubt, but that's because Sleet is freaking redonkolous. And Cold Domination has one of the best AV slaughtering powers in the game.
Is it better than Dark Miasma? I also question this. Dark Miasma's Fluffy is a major boon, and Dark Miasma has the superior -ToHit debuffs.
And, above all that? Cold and Dark have superior /team powers/. Too many of Time's powers are a little superflous in team scenarios. With so much damage flying around (And Judgment Powers), a lot of the delayed or combo oriented powers of Time are made irrelevant.
This is also why Dual Blades highest damage chain... ignores the combo system >.>
I know. I have characters that I'vehad to do it with as well. ILL/RAD and my Dom. Doesn't mean I, myself, care for it

Like you I have an ill/rad who has to cycle her hasten and accel metab (thankfully I have them both at almost exactly the same recharge time)
And currently I am trying out my dom with no hasten at all. I have enough global recharge to get domination permanent... but its only barely permanent right now... which means if it comes up and i dont fire it off cause I am in another attack animation I basically lose it... I need more recharge to have more wiggle room for that sort of thing. That said I LOVE just having domination on autofire and once I build up a dom bar I don't have to fiddle with it anymore (unless I lose it per above).
I may try an illusion/time controller though and see if I can't get hasten and chrono shift to a similar recharge time so I can stack em.

Obviously I can't test it at the moment to see if the actual Power has a disproportionate recharge or not.
