According to ParagonWiki it's Posi-1 only.
Someone posted that no one on their run got a Notice of the Well, but all other rewards worked correctly. I haven't tried it myself.

I led an early, probably the first today after the servers went up, Posi 1 on Virtue.
We ripped it np and all got the compete mish merits and the bonus merits but nobody got the Notice.
I had to bug and petition it for all the team to see if we can get our notices as I have since run a Tarikoss on the same alt and got no notice but progress on my support badge.
Something was wrong because the servers were down for a long time and we were well after the usual start time and of course we got the bonus merits.

I'm glad someone posted something about this as it appears that the WST was changed. I checked the sticky on the announcement page as recently as Saturday, and it was still showing Sister Psyche's TF as this week's target. After reading this, I quickly checked the Sticky, and it has indeed been changed.
However, I just completed Posi 1 and I did not receive a Notice...only the double merits. Do I hear hot fix coming?
Just for the sake of science, someone should run a Sister Psyche TF and see if they get a Notice.

Same on villain side with the WST -- Taragon in Cap or whatever his name it. Double merit bonus, no Notice. Ah well, at least I'm learning how the petition system works. Got my new login for extra security at NC Soft working too.

Either way, it doesn't appear that we'll be getting our Notice of the Well unless we re-run the new target.

Yeah, the full story is that Posi 1/Tarikoss WST are not working. Notices (almost?) never drop. So the WST will be changed to something that is/was believed to be working, namel Sister/Mantis.
Z-Dog just posted that the change will happen on Thurs, 4/14. The 4/13 date was a mistake.
Aaaaaaaannnnnnnd: it's back to the 13th.
