Best Debuff Set?

So ...

I like Traps. No futzing with anchored debuffs. No calling for "hugs". And, importantly, no ST buffs. I've done enough levels of FF and kin to know that ST buffing is a PITA, and understand why people might not keep them up 24/7 ... but a goodly chunk of Cold's goodness comes from the buffs.

The distinctions I make between rad, cold, and traps aren't, FWIW, really performance-based; rather, they're style-based. I just prefer Traps' way of doing things.

The power set with the highest debuff Potential is Rad. Ease of use is a different question.

Numbers, I will use base numbers. Most of Rad's powers are enhanceable

Debuff

-ToHit 61.25% (RI, and Fallout)
-Def 61.25% (RI and Fallout)
-DMG (all damages) -55% (EF and Fallout)
-Res 80% (EF and Fallout)
-Recharge 75% (LR)
-Movement 75% (-runspeed 425%) (LR)
-Regen 1500% (LR and EMP)
-END 55% (EMP)

Achilles procs can be added to fallout and RI for a potentially extra 40% -Res

RI, Fallout, EMP are enhanceable

Rad is followed closely by Dark as Dark is superior in the -dmg and -to hit categories (we cannot forget that fluffy is a debuffer as well )

For ease of use Cold is probably best but thats up to the player.

As I learned recently myself, Achilles' Heel proc will not stack from any source. Once a mob has it, it will never go above -20% from the proc even if it's 8 Rad Blast Corruptors with the proc in all of their powers. Since the mechanic from the proc is that the source is the target itself, and not the player.

Rad on the other hand I find to be much simpler as all your powers can be fired off while targeting foes, with the exception of mutation and fallout (which although are good powers can be missed out).

In short, I'm a lazy player, Rad suits me down to the ground and I have a deep respect for those good cold toons out there that keep busy while I slap stuff in the face.

I'm gonna go with Guffy here. And to respond to slain, if it's already dead, then the debuffs did their job.
[The fact that they were never applied just means that the mobs were so scared of them, they just fell over dead/'arrested'.]

I clicked on this to be sure Cold was mentioned. I think it's one of the best overall sets - it combines great buffing with great debuffing.

I am always too busy looking for the inevitable punchline...

That target is, but the 17 other enemies shooting at you aren't :P

Yeah - I don't consider a debuff power that needs someone to 'die' as much use :P

Otherwise I'd just take vengeance and call it a day; unfortunately, most of our TF's, we rarely have any deaths; at all.

Try PUGs...Fallout is great for that!

I just recently finished IO'ing my Dark/Rad Corr. (from a respec. too) and she now has Recall Friend, Veng., Fallout and Mutation. I'm really liking Fallout

Both her and my Cold/Sonic Def. have/are going to have the Very Rare Musc. Alpha for all the bonus of debuffing

Bleh PuG's
Don't remind me - I have seen some impossible things.

Like a stoney tank that um, kept dying, over and over again. A kin on the team and damage bonus solidly flatlined throughout, etc etc. Oh I have stories :P

i thought that -dmg and -res effects were resisted by the target's initial resistance to the damage type regardless of current debuffed values; which is why resistance doesn't have defense's susceptibility to cascade failure.

Dr. Todt's theme.
i make stuff...
