No. Things like Jet Packs should be made available to all accounts.
okay so I was just watching video on issue 20 and saw this
which makes me think they might have added them so in that case if they have given us all the jet packs listed above then ignore my request if not then which ever ones they have not, and if that is not a jet pack back piece as a costume part shame on them for teasing.
They are still working on Jetpacks as a back detail option (ie on all the time). It's been placed as 'Soon'ish.
And locking something thats been asked for THAT much, behind a VET award?

Yeah jetpacks should be for everyone. I am sometimes dissapointed in the Veteran Rewards. There are some really great ones, and some really crappy ones. I think something the devs need to start thinking about is; What do veteran players need the most? Remember, these rewards are not a have to be something useful, but not exploitable by creating new toons. The first things that come to mind for me are:
Bonuses to things like Influence, Experience (Already have bonus to Prestige), because we have soooo many toons to slot. And we want to make our 50s as epic as possible!
A Veteran self buff. Something that will help multiple types of characters by changing, depending on your archetype. Perhaps an increase to your inherent AT powers, or a new additional AT inherent power.
I am really loving the idea of the new Veteran Rez power for 81 months. More things like this would be great. Useful powers that everyone could benefit from.
The Reward Merit bonuses and little things like that, need to be greatly increased. What am I going to do with 6 Reward Merits? It needs to be enough that it is useful, but not so much that people will roll new toons just to expoit the merits. I think something between 50-150 would be good. Then a character would have to do a little work before getting a good recipe out of it.
The Patrol XP is kinda nice, but I have gone through the low lvls soo many times. Sometimes I would just like to skip the first 10 or 20 lvls. Maybe something like 87 or 90 months could allow us to start a character at lvl 15.
For the Incarnate crazed people, Add 5% or 10% to our chance to drop shards.
Also I think the Combat Buff pets are kinda a waste because they are killed so easily. They need to do something about this, give them more HP, or Regen or softcapped defense, or something. I don't even bother spawning mine anymore because it dies in the first 10 seconds of a tough fight. Which sucks, because a tough fight is when I need that kind of buff.

Not even close to being dead on accurate.
let me be clear I have no issue with every one getting jetpacks in general but some special ones for the 69 month reward would be cool hell any besides just a respec, a respec and power, or a respec and special costume pieces, respec and extra costume slot, respec and more salvage space, HELL a respec and some merits... or how about this 69months a respec and 4 incarnate shards.....
I dunno just for 69months just a silly respec seems a bit lackluster.

Some people love getting the respecs, some love the costumes, some love the temp powers, some love the free character slots. You were never promised that you'd always get something you like, only that you'd get something for keeping your account active.

Just to add a bit of completeness to this thread the 45th month Vet reward also suffers from the same problem the 69th month one does. All we get is a badge and a respec token there too. 
While I think the idea of attaching Jet Packs to either of these awards would be pretty bad I do think they BOTH need to be given something unique because as it stands these are the only two Vet awards that are lacking anything "special" about them.

And I have said rewards, mind you, so it's not like I'm asking for things for free. But costume pieces are something I'd rather share with the entire community, not have reserved for myself. The boxing stuff is just EVIL in the way it's locked.

For reasons listed above: specifically costume parts should be available to the masses not based on time played.
However, how about these for veteran's rewards:
1. A wide cone Roundhouse Kick to go with Sands of Mu?
2. A self heal power--slow recharge-- equivalent to a small green?
3. Boost to Brawl to Moderate damage along the lines of Air Superiority (damage wise).
4. Cryonite Armor toggle -- or some other defensive armor/shield.

Okay, so in all fairness I am still a a bit aways away from this reward but I was looking though what I have to look forward too, and most of the rewards are at least decent if not down right awesome with the glaring exception of the 69 month reward:
69 Month Milestone: Genuine
Respec given to all characters on player's account
For the 69 month veteran reward, players receive the Genuine badge and a respec for all characters on the player's account.
My Idea for the 69 month reward is........ JET PACKS!
I think as the 69 month reward we should get jet packs as a back option (maybe only unlockable at lvl 20 with capes)
I propose we get the follwing jet packs as a new back option:
Jump Jet pack
Gold Bricker's Jet Pack
Long Bow Jet Pack
Sky Raiders Jet Pack
and the single engine leap pack you can get from doing the bank missions
and it would be soooooo easy to program in (more or less), since we already have seen them on characters as parts of temp powers so why not make them part of the 69 month reward as costume pieces
of course this should also be retro active to all people who have already achieved the 69 month reward... Come on Devs Do it you know you want to....PLEASE!
