We have numerous bugs and THIS is what resources were spent on? I don't really care how little effort it took to implement these guys, why are they priority over other well-known bugs?

Marketing. The more you see it, the more likely someone will buy it.

Plus, devs & programmers are sort of busy with this thing they're calling i20 - they might be a bit occupied with launching that before handling some other tasks.

Along with what twelfth said, this is also a bit of art.
They're just dressing things up with a little congruity. Vastly different looking appearance options were added... they're sprinkling it into the game world a bit.

Well, yeah. They took that intern away from animating out the bugs in pseudopets to add a few more NPC costume files to the list that populates the nightclubs. And just as the intern was about to completely rewrite the combat engine from the ground up before finishing the scripts to merge the server lists. And right after that he would've been creating the powers, models and animations for a whole new NPC faction if he hadn't been tasked with adding a few new costumes to some largely static noncombat NPCs.

No, wait, it took the entire development team a week to add a few new NPCs to the clubs because... well just because.

So yeah. Those jerks!

i actually do care how much effort it took. Because i see no point in Bob the Intern sitting around with his thumb up his bum waiting for things he has nothing to do with to be fixed. So if someone adds a few new outfits to the NPC population while they have nothing else that requires their attention it's a good thing.

Others have said it, but it bears repeating:

There's a very good chance the person tasked with adding the NPC costumes to Pocket D has nothing to do with bug fixes. The dev team is split into several distinct departments, and I would wager a guess that the art department is not the department responsible for fixing bugs in the game.
