Concealment Pools needs some love
With so few power pools, concealment does offer benefits not found in other pools regardless.
1) 3 defense powers. If we're going to talk about IOs, 3 slots to throw LotG recharge IO on is worth it for non-defense builds. If we're not going to talk about IOs, there isn't any issues with stealth IO.
2) Invisibility: Single toggle for stealth as opposed to two.
3) Grant invis: Stealth for others.
4) Early stealth power (granted I don't take it, since Invisibility is better in most respects other than the tiny bonus to in-combat defense)
5) Minimal slotting required. You don't need slotting to make good use of all four powers (though stealth can admittedly be made marginally better)
Stealth should at least be as good at, well, stealth, as Super Speed is. It should stack with Steamy Mist/Arctic Fog and should also lose the speed penalty.
I don't know how to fix Invisibility. I have it on one character precisely because it does suppress attacks (so he can leave auras running without aggroing). Only thing I can say is make the endurance cost more in line with other powers.

Stealth IO's are dirt cheap to build from scratch.

I believe, as a pool power choice, it should be more distinctive. As making it more distinctive would just be a benefit to the game, not really sure what the issue is?

I don't actually care much if the Concealment pool changes. I do use those other options when they make sense (and I find they often make more sense than using a power slot and a pool slot on Stealth... which I'd call a design flaw).
I just think it'd be better for the game if Concealment (and other pool powers) got some developer attention. And I don't really see the point in attempting to squelch the expression of that.

Over the years, multiple options have been introduced that accomplish the same basic thing as the Stealth power. Clearly, that diminishes Stealth's niche, thereby dampening its usefulness.

I still think of all pool powers, that Fly needs to be looked into.

I use Concealment for my Archery/Kin Corrupter in order to allow him to zip through groups that he wouldn't be able to handle solo, and Phase Shift has saved his life several times over.
I'm surprised that people are bringing up Concealment before the Presence pool.

Ok, how about this:
1) [Stealth]: loses the speed debuff and is able to stack with other Stealth powers. The first is just an annoyance and has no balancing value whatsoever and the second is just stupid when SS is not given the same treatment, too.
2) [Grant Invisibility]: fine as it is
3) [Invisibility]: Change how this power works so that it gives two different stealth buffs and only one is suppressed. So when being attacked or clicking a glowie, it switches to stealth, similar to how fly switches to hover.
4)[Phase Shift]: It's exactly similar to the temp power which I have in all my characters and still requires 2 other powers from the concealment pool. Now, what about turning it back to a normal toggle with unlimited duration and instant intangibility with no delay, but with a 2end/s cost and a -regen penalty like -1000 or something? This way, it's still an awesome panic button, but you know that when you choose to exit Phase Shift, you health and endurance will still be low and you're in no condition to fight. It offers you complete safety as long as you need it, but doesn't let you recover from your wounds. This way it's a decent alternative to Hibernate, which doesn't last long and doesn't let you escape, but heals you back to full health and end and Personal Force Field , which has an unlimited duration, let's you escape and recover, but you might still take some damage and die if you're too low on health.
As for the other Stealth powers, area stealths work just fine and self Stealths like Cloaking Device and Cloak of Darkness can be given a small defense debuff resistance and smaller end cost.

But of the set as a while, each power has it's own uses. You may diss Stealth all you like, but there's 3 whole other powers, and stealth is still useful regardless.

Again... I think most of the pools could use some attention. Let me put it this way: I believe they're really showing their age.
Personally, I would put Concealment at the top of the list, and that's why this thread caught my eye. I'd have Flight up there as well. If you'd like to start a thread about Flight, by all means, go right ahead. But I'm not talking about Flight here, I'm talking about Concealment, and how it could be improved. Because that's what the thread is about.

I would like to see the concealment pool buffed.
Remove speed debuff as well as remove the defense suppression if you attack from Stealth Make Invisibility useful, why was it ever made to not be able to interact with anything when used was beyond me. Grant Invisibility is fine as is Phase Shift is a delicate thing and honestly I think it is fine the way it is right now. I remember when it used to be awesome in that you were doing the McHammer while being able to interact with glowies. |

I think just about all the power pools could use some attention. I'd like to see them all expanded to 5 powers, for example. I'd like to see some sort of 'turbo boost' added to Flight. I'd like to see a 1st tier power added to Fighting that isn't an attack. I'd like to see powers like Whirlwind reworked into something that people might actually want to take. I'd like to see the various lackluster attacks that are available brought up to be on par with Air Superiority.
But this thread here is about Concealment.
I don't think anyone's saying the Concealment powers are useless. All that's being suggested is that the pool set could--and probably should--be freshened up a bit and tweaked to be a more attractive option. Stealth and Invisibility appear to be the favored targets for that.
Why on Earth is this an issue with anyone?

Admittedly I only use two powers: Grant invis and Invisibility. Mainly because I never keep invisibility on when I decide to fight (hence actually using endurance, so the end cost isn't an issue), thus completely overriding stealth on effectiveness. For my purposes (going past mobs and hitting glowies) Invisibility works perfectly. I still can see stealth working as it is though, being another cheap def power (at least, the amounts still unsuppressed in combat), and Phase shift has a few big differences with the situation regarding fly, namely that the temp power has to be crafted/cannot be bought from NPCs. Instead of treating the temp power as a substitute for the power pool, treat the power pool as a substitute for the temp power, one that never runs out.
I'm fine with it as it is.
The stealth strike would be a nice option for folks using Invis. You have one chance to pop someone or click the glowie and then it's suppressed. The difference from just unclicking would be the stealth strike can be cast while invisible and you get maybe 1 second of Invis while clicking a glowie. Then, you'd fully visible with no defense bonus.
Stacking Stealth with the proc in a travel would be nice, but I can understand it not stacking.
You can't attack while you're running it, so why does it matter how much end it uses?

Inherent fitness gave you four extra powers with four extra slots between them.

The defense suppression should be removed from Stealth so it's more useful while in combat.
As it stands now, the Concealment pool is useless to me outside of PvP or LotG mules.

I should have been more clear.
Therefore choosing Stealth (and slapping an EndRedux in it, probably, especially if your build already has enough Defense powers that you don't need it as an LotG mule) as one of the 3-4 freed up power choices saves you from having to spend an extra slot on your movement power (and thus taking it from somewhere else) for a stealth IO.

What I don't get is how inherent fitness is new powers without new slots.

While I think all pools could use some attention at this point, I'd put Concealment at the top of the list. The game's evolution has significantly dampened its usefulness, much more so than any other pool.Seriously, Concealment is fine as it is and it's just a case of "if you find other options more attractive, use them instead", much like the endless debates over /Devices, Time Bomb, and Dual Pistols.
