Elec/(WP or Nin) OR KM/(WP or Nin)
What annoys me about Nin is lack of Knock Back protection from the get go. Unlike WP which with it's Indomitable Will, protects you from holds and knock backs; Nin's variant does not.
Hmm so do you suggest KM/WP then? I like the knockdowns of KM but the attacks do seem rather slow..
It depends on what you want to do. Elec for more AoE, KM for more...zoom zoom sounds I guess. I like them both. If you don't mind spending on the build you can make WP very tough. I have an Elec/WP that's softcapped to S/L/E/N an has 50% S/L resistance. Add in a decent amount of regen and the nice heal the set has, and you have one tough character. Nin is good for softcapping on a budget and is a fairly loose build as well.

Kinetic Melee attacks are very fluid, so they appear slow to some players. While Smashing Blow animates in just 1.2 seconds, there is fluid movement for the full 1.2 seconds. For comparison, Disembowel swings the sword once really quickly but then there is a slow recovery as you return to your base stance. It "feels" faster but takes 1.8 seconds.
For a beginner, I would recommend WP over Ninjitsu. Other than Reconstruction and periodic use of Strength of Will, it's pretty much a passive enhanced toggle-and-forget set. Ninjitsu is really powerful, but you really must use Caltrops, Blinding Powder, Smoke Flash, and Kuji-In-Sha well to squeeze the most out of the set.
KM is not slow, and Willpower is a pain on a Stalker. No defense coupled with low HP means more dying, heals or not. You also lack Rise to the Challenge, the staple of Willpower. Go KM/Nin. You won't be disappointed.
Also Caltrops is amazing.

And personally, I prefere Reconstruction to RTTC, especially on Stalkers.
I admit however to my WP Stalker taking Tough/Weave/Combat Jumping/Manuevers and a Steadfast +3% IO and then using IO sets for further +Defense once I hit level 30.

Have you played a WP stalker, or just looked at the numbers? WP on a Stalker is VERY sturdy. It has high regen, easily capped HP, 50%+ SM/L resistance with Tough, and can achieve very high typed defense across the board.

I agree with the others on /WP. My Elec/WP has more HP in PvP zones
than a fair number of scrappers, and almost always more than squishies.
It's a pretty nasty customer.
RttC would be a nice "to-have", but the AT doesn't struggle without it.
Of course, it's a different thing whether you like to play that set or not,
but it's definitely not "a pain" or "more dying" from the get-go.
I agree with you that Caltrops is an awesome power - in PvE. If you play
a /Nin, I definitely recommend taking it (and consider adding TP Foe also
as they're very synergistic together). I do get PvP kills with Trops/Tp Foe,
but generally they're against inattentive or clueless players. In PvE though,
it's a decent way to split/thin out a spawn, and it's invaluable when two
groups have spawned within aggro distance of each other.
Trops by itself, is arguably one of the best Ambush mitigators in the PvE game.
To the OP: Another consideration is what you intend to do with your Stalker.
If it's intended solely for PvE, or whether it's intended for PvP, or a mix of
both matter. If you plan to play primarily on teams, or if you're much more
of a soloist also matters.
While most Stalkers fare quite well in solo PvE, some team better than others,
and for PvP, there are a number of other "necessities" to consider if you
plan to take on other players.

If you are going to team at all I would pick Electric over Kinetic. Electric stalkers get Lightning rod, which is an AOE that ports you to where you target (up to 60') and it summons a pet that does the AOE damage. What that means is you while hidden can pick a good spot to hit most of a large group of foes and do buildup/LR which does knockdown to 80% of the foes, and it DOES NOT pop you out of hide.
So now you just did 500+ damage to 10 foes and 8 of them are falling down. You still are hidden and you can execute an Assassins strike on the boss (if you are lucky) but you probably will have near 100% chance to get a 600+ damage havoc punch crit on the boss. Then you can clean up the rest of the mob with thunderstrike or chain induction. With enough recharge you can do this every 25 seconds or so.
Kin on the other hand only has burst for AOE which is only a radius 8' instead of the 20' that is LR's area of effect around you.
Electrics other AOE powers Chain induction, thunderstrike, and Jacobs ladder are nice, and help with the after LR cleanup, but they also work well when you are on a task force that sends more than 20 mobs at you. You can use all these other AOEs to help take down all the adds quickly. You are like a blaster with armor and mez protection.
No other stalker set comes close to the AOE power of Electric because of LR. Concept is the only reason I see right now to make anything other than electric on a stalker. Yeah its that good.
Ohh and lolPVP, so dont much care bout that.
Here is my current 50 Elec/Nin stalker. This guy is a monster solo or on a team, and has outlived brutes that can't handle a large longbow spawn.

Willpower works just fine on a PvE Stalker (says the player with three /WP stalkers at 50 and a fourth who just hit 45- )... although if you're used to the Scrap version you'll probably notice the absence of Rise when you're thick in the middle of things.
I can't say much about the virtues of Electric vs. KinMelee, I'm afraid. One of my 50s is a KM, and she hits like a sack of bricks... I've been very pleased with the way Shade turned out... but I really don't have a good basis for comparison between her set and the other. Summer, my own Electric, is still a lowbie. He's only 25, and pretty limited in what he can handle at this point.

Well I have a 50 Spine/WP, an Elec/Ninja 50 and a KM/Elec 50 Stalker
Out of those the Elec/Ninja is probably the funnest with more "moments of glory" than my other stalkers.
If you team a lot I would go Elec Melee for sure.
If you team more - Elec/Ninja
If you solo more - KM/Ninja
I can't say much about the virtues of Electric vs. KinMelee, I'm afraid.

And to answer the OP's question, the answer is Kinetic/Super Reflexes. Combat Jumping+Maneuvers+3% IO is softcap (achievable sometime in the 30's, I believe...take that Ninjitsu! )
P.S. If you want complete and total visual eye candy, Kinetic/Energy Aura look fantastic together, and Kinetic does a great job of propping EA up.

While I have a KM/SR at 50 I have to say it's just not as good as KM/Nin or Elec/Nin sadly.
I'd say go Elec/WP it's a fun combination regardless if you can easily cap your hp. I've tried Elec/Nin but for some reason it just doesn't do it for me like Elec/Wp does. Now for /Nin I LOVE pairing it with DM/....

Thanks a lot everyone for your awesome advice! So I decide to run Elec/Nin because I just love Elec and AoE is always great. Paired with a almost one shot AS.. its just wonderful! As for the pet... why don't I see that anywhere or read it? Is it hidden? I did not know Lighting Rod summons a pet...? (Anymore Elec/Nin builds are always welcome! )
P.S. As for KM I soon realized... that the vroom vroom sound was going to drive me up the wall...
Alright well to start this off... Im pretty much a complete n00b . I have tried other AT's, but im just loving the Stalkers stealth/hide and their AS and all the planning that is involved with them. However I just, for the life of me, can not choose what to pick. If anyone has any suggestions on builds/guides or any tips I would greatly appreciate it. Thanks in advance
