Can not make up my mind on which Dom to make..
each of those are good choices, its really more what you want out of your dom, more than anything else.
I really enjoy my plant/psi...lots of fun to play on a team or solo.

Which is right for you, though? Hard to say. Need more information.
Fun is subjective. What kind of play-style do you like? Are you more aggressive? Do you like to be in the melee, slapping things while you hold them? Or do you like to play more defensively, keeping things far away while you plink away at them? Do you like to focus on one mob at a time, smashing them to bits in rapid succession, or do you like to kill big bunches of them all at once? Do you want big, loud, total control of the flow of battle, or do you like unique powers that help in more subtle ways? Perhaps you'd like a bit of both and want to watch things burn!
Are all of those fun for you? If so, which is the most fun?
If you can't decide which is the most fun, pick Fire/Thorn.

That off my chest... Plant/Fire is an easy ranged dom to start with.
Fire/Psi is a popular melee toon
As with any class, there are key powers in each set. Most of the time these powers define the set:
Example:
Fire:Flashfire/Fire Cages
Kin: Fulcrum shift
Shield/DM [I know I'm cheating]: AAO/Soul Drain
Shield/Elec[Again]: Lightning Rod/Shield charge
Dual Pistols: Swap Ammo
Getting the point. There is always exceptions like Mind. I think it has a wide range of ability to control and not defined anywhere. Also Ill has half the set defining it so that doesn't has an exclusive one or two
Of course, this is all very much opinion so please disagree, but understand where I'm coming from. [Trying to prove point]
Mind is also a very nice control set. Confuse is great for soloing. Sleep is too. Has holds and mass confusion the can be an efficient teaming toon.
Mind combined with a High-Powered secondary is OP.
/Fire and /Psi are good here.

Fire/Thorn turned out be a surprising effective dominator both in terms of damage/control/solo and team. I suspect you could say that about a lot of doms so let me add that if you chose to go this route, you should enjoy melee action first. Thorn's possesses some great short ranged/melee powers such as thornburst/thorntrops/Barrage/skewer and Ripper making it an underrated melee set imho. You can fit a lot of procs into the thorn set as well. Chief among these procs are the achilees heel -RES and the purple PBAOE proc for knockdown (forget name). It's a late blooming conbo (as some doms are apt to be) but the final result is soild, rare and fun to play.

Earth/Psi works well because you can stack stuns.
Earth/Fire is a good combo...a bit dangerous though. Once you get the Fire APP's everything melts.
Fire/thorn is cool...but fire always make me nervous due to it's lack to control mobs as well as the other sets.
I haven't played Electric/Psy, but from the posts and the numbers, it is a superior end drain/sapper build. I have played Electric/Fire. I supposed that it would outperform my first EC dom (EC/elec), but there is some conflict between electric control and the AoE/DoT nature of some really good fire assaults.
I had a quick learning curve, and much success so far with my EC/elec. The electric melee attacks are solid if not earth shattering, and help build up domination quickly without waking everything in the static field. Static Field is the uber new control power in Electric Control. Since it is one suggested build you mentioned, I would at least give EC/psy a try.

I am going Earth/Fire.. with the new Fire APP it will be a winner !!!! I am also looking at Ice/Ice just because.. well I have everything else with Ice/Something why not a Dom..

Ice/ is a good primary for a melee focused Dom, /Ice has some of the fastest activations of all Dom secondaries. The only problem you'll run into is the same problem that most blasters face. How to survive the Alpha.
Mace mastery for PFF and Concealment pool for phase shift are reasonable means to splash an Alpha, without giving up perma for a defense build.

Elec on it's own can keep a spawn pretty well drained most of the time, though the lack of reliable -recovery powers can be a problem against big nasties. Psi helps cover that, but I'm not convinced there's much other synergy. -recharge seems to lose meaning when enemies have no end most of the time. Fire might give some issues with DoTs waking up enemies in Static Field, although once they're drained that tends to become a non-issue.
I'm currently levelling an Elec/Earth, and really enjoying the way the sets fit together to keep enemies flopping in the air far more often than they can actually attack me.
Elec in general is a very quickly-maturing set, which can provide sustained control at very early levels. But it's kind of fuzzier. It takes some care if you want to use AoEs without having a lot of things still shooting at you despite your sleeps and end draining.

Rather than Ice/Ice, Ice/Thorns might be worth a look at. I've a baby one and they're rather enjoyable. The fact the Cone attack is much more melee orientated is very nice (one issue I had with Ice/Psi Assault was the average damage and the annoyance of having to reposition to use Psi Scream well).

I made an Earth/Fire a few days ago. A bit painful in the 8-14 range, but I think that happens with most toons. About to hit 20 in Praetoria (Those Ghouls are a #&*%@%!!!), and the Earthquake/Quicksand combo is not letting anything touch me. Then it's all about the BURN!
Really enjoying this toon so far. I made a Grav/Ice when I first started (ah, blissful ignorance, how I adore thee!!) and this toon looks to be so much more.
Only made one dominator, a Fire/Thorn. I think it was the fastest 50 levels I've experienced, although the Crab may have rivaled him.
I think what I liked most is the Toxic damage.
On ITFs, he's brutal with the AoEs. Chews mobs up almost as well as my elec/shield scrapper.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.
I have been thinking about making another dom, but I cant decide on which I wanna make..
