Mender Ramiel = ?
I think he is
Back in the GR closed beta, someone said Ramiel was the name of an angel of hope who guides people to heaven - so that seems to be quite a good fit for what Mender Ramiel does.

The only Mender whose name may be an anagram is Mender Silos, and I'm not entirely sure that it is (though the likelihood of his name containing the same letters as "Lord Nemesis" is a bit low, so make of it what you will).
What's more likely is that the Ramiel in and of itself is a reference to something. Such has been the case for Lazarus, Tesseract and Roebuck.

When Ramiel was around during the i18 beta, one of his dialog options explicitly stated that Silos was a version of Nemesis. This is like adding a flaming hoop to the shark jump as far as I'm concerned but there it is.

Considering the symbology of Ourobors, a snake biting its own tail, Mender Silos is Lord Nemesis "eating" himself. Or vice versa.
Winner of Players' Choice Best Villainous Arc 2010: Fear and Loathing on Striga; ID #350522
What's wrong with Silos being a version of Nemesis? I think it'd be cool if he was a not-so-evil version of Nemesis who was actually trying to do something good instead of bad

Savage's last appearance was in "Hereafter", when, a few months after the supposed death of Superman, he used a gravity controlling device to kill the League, but accidentally unbalanced Earth's orbit and killed the rest of the human race. Savage spent 30,000 years alone, feeling ashamed of his desire for control and the catastrophe it had unleashed, leaving a spaceship he started constructing unfinished because he felt that he deserved to be punished. After discovering Superman - who had actually been sent to the future rather than killed - in his present, he worked with the Man of Steel to finish construction of a time machine he'd developed, allowing him to send Superman back and change history (Savage himself being unable to use it because the machine couldn't send him back to a point where he already existed).
Nemesis lived so long and lived through so much destruction he decided to create a place to alter reality and change what the world would be like. It seems that all the Menders have their own little bit to gain out of helping and the letter writer seems to paint them as bad people. Maybe the letter writer is trying to make sure the coming storm happens and trying to disuade everyone from trusting the Menders.

The letter writer is also working with Protean, so that tends to set the jerk alert bells ringing

Nemesis is beyond salvage in every possible way. The character's terrible deeds have left him irredeemable. There is nothing Nemesis could ever do to atone for provoking the Rikti Wars. That act alone makes him one of the greatest monsters in human history.
Worse, because the character has been played up as a master of deception (despite the fact that the writing that's supposed to depict that is woefully inadequate), he has effectively crossed the "credibility event horizon" for both characters and players. No one, whether character or audience member, would ever have any reason to believe that this time Nemesis isn't trying some to trick them with some weak and obvious scheme. In short: Nemesis is Lucy holding the football, and you're Charlie Brown. And even in Peanuts that was a joke, and so is Nemesis in any incarnation.

But Silos might not be the Nemesis - he could be an alternative version than never went bad.

It is a heroes job to save everyone no matter how far they have fallen. That is the very nature of why there is a contunued struggle between good and evil. If you give up hope that they cant be saved then you give up on the idea that people can change and that leads to taking justice into your own hands. Im sorry I cant agree that anyone is beyond redemption.

The City of Heroes Community is a special one and I will always look fondly on my times arguing, discussing and playing with you all. Thanks and thanks to the developers for a special experience.
What if Mender Silos did a 100 hero morality missions Mr. Meanie?

First you're telling me that Emperor Cole is irrevocably evil, and now you want us to believe that Mender Silos is not? You got it all wrong!

It's kinda like if Praetoria had been intorduced to us before Statesman, and then Statesman was added later, we'd all be suspicious about him because he's an alternative version of Tyrant.

The major difference is that we've seen that Tyrant is naughty - the only thing we've really got to go on for thinking Silos is naughty is his name
