Short answer: No player who is at liberty to say knows right now, so we can't tell you. There's always more in an issue than is listed in the first announcement, so no one is sure. i only recall one issue where new costume pieces being in the issue was in any of the earliest announcements.
Slightly longer answer: This is still the forum for asking other players questions and the rest of your post makes it evident that the question in the OP title was more rhetorical and you're simply complaining here because... okay, i have no idea why you didn't simply post this in the General Discussion section that is for threads like this. Are the posters there too mean?

All the costumes we got are part of GR or Complete collection so, no free costumes for I18.

I19 will add 2 new auras and alternate animations to many blaster powers.
No new costumes.

Aside from that fun fact... maybe it's because I've been around too many years, but I don't understand the request for free costume changes. Are players going broke spending all of their inf at the Tailor? What is the going rate for major costume changes these days? Does it get into the tens of millions? I don't think I've paid for anything at the tailor since i3.
I just read that there's a Day Job which grants 25% discount tokens ("Fashion Designer", by logging out at Icon or Facemaker), then there's the 57 month vet reward ("Abiding") that gives 50% off. In case anyone didn't now about them. I sure didn't. It's too bad we can't sell free costume changes on the market; I'd rake in some coin on that endeavor!

If you happy with that, ok. Im not, its my opinion.
Im not minimizing nothing, and Im thankful of what they did in the past for free, but this is now and since boosters went on sale, they keeping the good stuff to sell it.
I think thats greedy. I know this is business, but I think they should come with some free costumes and some for paid boosters. Not 1 and half year without adding a single one.
Im just concerned because I dont see a balance when it comes to costumes. Pay or nothing.
I think support on your knees whatever the devs do is dumb also.
